Crest Ave.) Div. 712; Sec. 712.-4.006 Martinez, Owner: Frank Kutner) Parcel No. 375-031-018 ) The Board of Supervisors of Contra Costa County Resolves That: It appears from evidence presented by the County Building Inspector that the above subject property has an accumulation of debris and a substandard uninhabitable structure that constitutes a hazard to; and endangers the health, safety, and welfare of the public. The structure is hereby declared substandard and a public nuisance and shall be vacated immediately. The Building Inspection Department is granted authority to contract for the clearing of the property if in 90 days from the date of this order the owner has not cleared the site of said structure and debris. In the event the County must contract for the work to be done, a lien shall be placed against the subject property for the cost of this abatement. The Building Inspection Department is directed to post and mail notices of this Resolution directing abatement of a nuisance in the manner required by law and for the period required prior to any actual abatement. 1 hereby certify that thin Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown. Dept.: Building Inspection (4) CC: 0CC,2I'6 RESOLUTION NO. 84/679 772 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , CALIFORNIA DATE: November 6, 1984 MATTER OF RECORD ---------------------------------------------------------------------- ---------------------------------------------------------------------- SUBJECT: Abatement of substandard structures and debris at 2314 S . Crest Avenue , Martinez, Frank Kutner , owner. The Board this day having held a public hearing on the proposed abatement of substandard structures and debris at 2314 S. Crest Avenue , Martinez area, (Frank Kutner , owner) and following the presen- tation of Bill Martindale from the Building Inspection Department: Mr . Frank Kutner , 2314 S. Crest Avenue , Martinez , owner of the above property, appeared and commented on the various reasons he had not done the necessary maintenance on his property. Board members discussed the matter and in response to inquiries as to the possibility of rehabilitating the property, Mr . Martindale advised that the building has not been maintained since 1919 and that in his opinion is past the economic repair stage , and that any money put into it would be wasted . Supervisor Fanden advised that the neighbors are very upset with the condition of the property and she suggested that Mr . Kutner immediately rid the property of the weeds and debris , and recommended that the Board grant jurisdiction to the Building Inspection Department . Supervisor Fanden expressed her concern for Mr. Kutner's welfare and requested that Mr . Martindale work with Mr . Kutner in locating a decent place to live . Supervisor Torlakson suggested that perhaps the Social Service Department might be able to assist . The Board thereupon adopted Resolution 84/679 granting juris- diction to the Building Inspection Department as follows:
