HomeMy WebLinkAboutMINUTES - 11061984 - T.10 _-/0 BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY , CALIFORNIA Adopted this Order on November 6 , 1984 , by the following vote: AYES: Supervisors Fanden , Schroder , McPeak, Torlakson NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Hearing on recommendation of the Orinda Planning Commission with respect to rezoning application 2560-RZ filed by DeBolt Civil Engineering (applicant ) and Stanley W . -Johnson (owner) to rezone land in the Orinda area . This being the time fixed for hearing on rezoning applica- tion 2560-RZ filed by DeBolt Civil Engineering (applicant ) and Stanley W . Johnson (owner ) to rezone approximately 29.7 acres fron Single Family Residential District (R-20) to Planned Unit District (P- 1 ) in the Orinda area; and Harvey Bragdon, Assistant Director of Planning, described the property site and advised that a Negative Declaration of Environmental Significance was posted for the proposal; and The Chairman opened the public hearing , and no one appeared in opposition the public hearing was closed; and Board members considered the matter , IT IS ORDERED that rezoning application 2560-RZ is APPROVED as recommended by the Or Area Planning Commission subject to conditions imposed by the Panning Commission as set forth in Exhibit A attached hereto and by reference incorporated herein and the Board hereby adopts the Planning Commission' s reasons as set forth in its Resolution No . 53- 1984(0) as its determinations for this decision . IT IS FURTHER ORDERED that Ordinance Number 84-57 giving effect to the aforesaid rezoning is INTRODUCED reading waived and November 27, 1984 is set for adoption of same . Johnson T V �� J(J • l .,', AS-APPROVED BY THE ORINDA AREA PLANNING COMMISSION AUGUST 27, 1984 EXHIBIT "A" CONDITIONS OF PRELIMINARY DEVELOPMENT PLAN 2560-RZ: 1. The following conditions shall be followed in preparation of Final Development Plan and Tentative Subdivision Map. 2. The Preliminary Development Plan B is approved for a maximum of 12 residences, subject to the submittal of additional information justifying those units. 3. The Commission, upon review of additional information at the Development Plan and Subdivision stage, reserves the right to approve fewer than 12 residences. 4. Final Development Plan shall show all proposed and existing contour, proposed retaining walls and their heights , and ditches on graded slopes to meet ordi- nance requirements. 5. Grading, especially for lot 6, shall be contoured and curvilinear. 6. Areas graded for home construction shall be included on the lot for that respective home. Development plan and tentative map property lines shall reflect this requirement.: . 7. Provide a tree preservation plan for lots 7, 8 and 9. The plan shall show enlargement of grading details within the driplines of trees. 8. An alternate driveway access plan shall be developed for lot 9 to avoid the 60" oak tree. 9. Building sites over 25% slope shall be shown with typical residences incorpor- ating split level pads, and other grading, foundation, and house siting tech- niques to minimize grading. 10. Foundation and grading examples shall be shown on a lot by lot basis and with sufficient detail to provide clear guidance to prospective purchasers. 11 . Grading shown on Final Development Plan shall be drawn to reasonably be ex- pected to meet ordinance standards, including terraces, back slopes, and property line setbacks. 12. The tentative map shall be drawn to accommodate the debris slides on lots 1 , 2 and 3 in such a fashion to avoid slides crossing property lines. 13. The tentative map shall reflect the requirements that grading necessary for proposed typical driveway and home placement and design be accommodated entirely on each respective lot. Lot lines between lots 1 and 2, 5 and 6, 7 and 8, and 8 and 9 may need to be revised, based on complete preliminary grading plans to be developed with the Final Development Plan. 14. The Final Development Plan shall show on-site drainage details and verify the adequacy of downstream drainage facilities and identify any associated improve- ments. 15. Submit a street-side landscape plan incorporating a street tree planting program and ground cover planting to stabilize areas graded for roadway construction. DV:ed9asub 8/23/84 Rev. 8/27/84 -- -
