Piepho Costo ao, -� DATE: August 1, 2006 �rA Novi County SUBJECT: USE OF DOUGHERTY VALLEY ENHANCEMENT DESIGNATION for CONTRIBUTION TO EAST COUNTY WORKFORCE SURVEY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the expenditure of$10,220 in FY 2006-07 from the County Regional Enhancement Contribution budget unit 1111, to fund the contribution from Discovery Bay to the East County Workforce Survey. FISCAL IMPACT: The Designation for Dougherty Valley Enhancement will be reduced by $10,220, leaving a balance of approximately $567,000. BACKGROUND: As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley, the developer was required to pay tolthe County "a contribution of$1,000 per residential unit (the "County Regional Enhancement Contribution"), payable at building permit issuance, which, regardless of any annexation and notwithstanding any other provision of this Agreement, County, and not any annexing city, shall receive and spend for one or any number of the following purposes and in those locations determined by the Board: transit improvements, other transportation improvements, assistance with the provision of affordable housing, and economic development activities. Page 2 Per the requirements of GASB-34 (Government Accounting Standards Board regulations), a designation was created at the start ofIFY 01-02 for the balance of funds that had accumulated. The designation had an initial balance of $981,117. Since that time, the Board has authorized expenditure of funds for the following projects: 1. Shaping Our Future $81,230 (FY 0111-02) 2. Open Space Measure $450,000 (FY 02-03) 3. Kensington Residential Development Review Combining District $15,000 (FY 03-04) 4. Tri Valley Business Council for Regional Marketing $25,000 (FY 03-04) 5. Buchanan RFP $50,000 (FY 03-04 12/9/03), to be reimbursed by responders 6. School Resource Officer at Monte Vista High in Danville (FYs 05-07), approx. $130k/yr. 7. Mandatory Subscription Enforcement $100,000 (FY 04-05), to be reimbursed 8. Street Smarts Program $35,000 (FY 04-05, 05-06, 06-07) Use of these funds for the East County Workforce Survey will enable the Discovery Bay community to be included in a study of the East County employment base. Employment locations, commute patterns, and the likelihood of job shifts will be analyzed upon completion of the survey. Participating jurisdictions include the cities of Antioch, Brentwood, Oakley, and Pittsburg along with the unincorporated communities of Bay Point and Discovery Bay. On behalf of the East County jurisdictions, the Contra Costa Council is contracting with JD Franz out of the Sacramento area to perform the study. The total cost of the study for the 6 communities is $72,000. The survey work has been completed. The analysis is in the process of being completed, and the survey results will likely be released in August. The goal is to have an official "release" as part of an East County Economic Summit in late September, however, all jurisdictions would start a process of releasing to their elected officials much earlier than that, and will work with the press to do (hopefully) a series of stories based on the survey results in the week or two leading up to the Summit. County Redevelopment staff is also planning on taking this to the Transportation, Water & Infrastructure Committee in September. i i
