RFCONIMENDED ACTION:
1) ACCEPT the Family and Children's Trust Committee (FACT) recommendations for second-year funding of
contracts resulting from Request for Proposal (RFP) =1082 for child abuse prevention and earl_-intervention
services as listed Below.
2) APPROVE AND AUTHORIZE the Interim Employment and Human Services Director. or designee, to
contract with the following auencies in the total amount of S520.000 for services as set forth in the agency

supportive services. Expected program outcomes are improved outcomes for children with developmental,
emotional. and or physical disabilities; reduced child abuse and neglect; reduced incidence of domestic violence; i
reduced incidence of parent and child substance abuse: and, improved parental stress management.

In March 2005, the Board of Supervisors authorized the development and issuance of Request for Proposal (RFP)
=1082 for FACT funding contracts for FY 2005-2006.
The FACT Committee developed the Request for Proposal following an extensive needs assessment process. The
service strategies and priorities for FACT funding emerged from this needs assessment. Services to address those
needs were solicited through RFP =1082. y
Funds were made available for family-support services, including, counseling and support groups, resource and
referral services, parenting education, case management. respite care. and family bonding and strengthening activities,
multilingual, multicultural counseling support and resource and referral services; and, substance abuse treatment and
counseling.
Each of the above projects in response to RFP =1081- were recommended by the FACT Committee and approved by
the Board for funding for fiscal near 2005-2006. The FACT Committee has conducted programmatic and financial
monitoring of these projects during this time and determined that each project has met or exceeded its` goals and has
performed admirably under the terms of the contracts. FACT therefore recommends funding each project for a second
year(2006-2007). A needs assessment process will be undertaken in the fall in preparation for releasing a new RFP
soliciting child abuse and neglect prevention and earl-intervention services for FY 200'-2008.
