SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: 1) ACCEPT the Family and Children's Trust Committee (FACT) recommendation to fund the Child Abuse Prevention Council, AND 2) APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with the Child Abuse Prevention Council in the amount of $50,000 for child abuse prevention advocacy and community services for the period of July 1, 2006 through June 30, 2007. (#21-240-12) FINANCIAL IMPACT: $50,000 Child Abuse Prevention, Intervention and Treatment(CAPIT) AB 1733; 100% State. CHILDREN'S IMPACT STATEMENT: The contract will support all five of the community outcomes: 1) "Children Ready for and Succeeding in School", 2) "Children and Youth Healthy and Preparing for Productive Adulthood", 3) "Families that are Economically Self Sufficient", 4) "Families that are Safe, Stable and Nurturing", and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"by community education and advocacy. Expected program outcomes are reduced child abuse and neglect; reduced incidences of domestic violence; and, improved parental stress management. BACKGROUND: The funding sources of Child Abuse Prevention, Intervention and Treatment (CAPIT) AB 1733 and Community Based Family Resources, W&I Code Section 18962, require the support of the local Child Abuse Prevention Council. The Child Abuse Prevention Council was established to coordinate the community's effort to prevent child abuse. The Council is an invaluable asset to the dissemination of information in the efforts of the FACT Committee to address the issues of child abuse. Services include information and referral related to child abuse prevention and treatment, professional trainings and community workshops, coordination of the Child Abuse Review committee and its subcommittees to improve and ensure services to victims and families, a public lending library of books, video tapes and educational materials on child abuse issues, and advocacy for child welfare.
