SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT

AMENDMENT WITH CATHOLIC CHARITIES OF THE EAST BAY ,
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Community Services Department Director, or designee, to execute a
contract amendment with Catholic Charities of the East Bay, effective August 31, 2006, to increase the
payment limit by$50,000 to a new payment limit of$75,000 and to extend term from August 31, 2006 to
December 31, 2006 to continue to provide English as a Second Language (ESL) professional
development services. (Budgeted, 100% Federal funds)
FINANCIAL IMPACT:
The cost of this contract is funded by the Department's Head Start Program and is included in the
Community Services Department's FY 2006-07 budget. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department's Head Start program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable, and Nurturing". These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, and
health services to low-income children throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND
On April 11, 2006 the Board of Supervisors approved a contract in the amount of$25,000
for Catholic Charities to provide specialized training and support services to assist entry
level Department employees who speak English as a Second Language (ESL) to obtain
the required educational college classes to meet State licensing requirements for the Head
Start Program. The program has gone well and additional need for this service has been
identified. Expansion of this program will allow the Department to better meet Head Start
standards and State licensing requirements regarding degree obtainment for early
childhood education teachers.
