Costa By: Jacqueline Pigg, Contracts Administrator DATE: July 19, 2006 County ra°°°��` J SUBJECT: Approval of Contract#74-261-2 with Family Stress Center O SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Haven Fearn) to execute on behalf of the County, Contract #74-261-2 with Family Stress Center, a non-profit corporation, in an amount not to exceed $1.50,000, to provide early intervention mental health services to children of parenting and pregnant women in the Child Welfare System for the period from July 1, 2006 through June 30, 2007. FISCAL IMPACT: This Contract is funded 100%by State Prop 10 (First 5 Contra Costa). CHILDREN'S IMPACT STATEMENT: This First 5 Contra Costa program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School" and "Families that are Safe, Stable, and Nurturing". Expected program outcomes include an increase in positive social and emotional development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased use of acute mental health care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides screening and early intervention mental health services to at-risk and special-needs children of women who are in the Child Welfare System, and who are receiving substance abuse treatment services in West County. On December 20, 2005, the Board of Supervisors approved Contract 974-261 (as amended by Contract Amendment Agreement #74-261-2) with Family Stress Center, for the period from October 1, 2005 through June 30, 2006, for the provision of Early Intervention Mental Health services to children of pregnant and parenting women involved in the Child Welfare System. Approval of Contract #74-261-2 will allow the Contractor to provide Early Intervention Mental Health services to children of pregnant and parenting women involved in the Child Welfare System through June 30, 2007.
