By: Jacqueline Pigg, Contracts Administrator DATE: July 19, 2006 �OTa�° County SUBJECT: Approval of Contract#74-198-4 with Early Childhood Mental Health Program 3 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract#74-198-4 with Early Childhood Mental Health Program, a non-profit corporation, in an amount not to exceed $436,258, to provide Wrap-Around, Day Treatment, and Mental Health services for children,birth to six years of age and their families for the period from July 1, 2006 through June 30,2007. FISCAL IMPACT: This Contract is 30% funded by Federal Medi-Cal, 30% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), and 40% by the Children & Families Commission (Prop 10). There is no cost to the County. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides mental health services in West County to keep clients with their families in the community and out of higher levels of care. On June 27, 2004, the Board of Supervisors approved Contract #74-198-1 (as amended by subsequent Amendments #74-198-2 and #74-198-3) with Early Childhood Mental Health Program for the period from April 1, 2004 through June 30, 2006, for the provision of Wrap-Around, Day Treatment, and Mental Health services for children, birth to six years of age and their families. Approval of Contract #74-198-1 will allow the Contractor to continue providing services through June 30, 2007.
