and 1-2 (Franklin Canyon , Christie Road , Cummings Skyway .
area) be excluded from further consideration , and that , as
an alternate , consideration be given to expansion of the
existing West Contra Costa Sanitary Landfill as a site for
the disposal of ash and other residue from the "Waste-to-
Energy Plant" .
