RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff, or designee, to execute a,contract with Byron Union School District in an amount not to exceed $500,000 to provide a School Resource Officer for the Byron Union School District for the period July 1, 2006 through June 30, 2011. II. FINANCIAL IMPACT: Contract is fully funded through the School Community Violence Reduction Grant. III. BACKGROUND: In an effort to reduce violence and bullying in area schools, the Byron Union School District applied for and received funds through the School Community Violence Reduction Grant. These funds will provide a School Resource Officer nine months a year to serve the three-school elementary district. In addition to the standard duties of a School Resource Officer, the Officer will help supplement the federally approved, research based K-8 Positive Action Curriculum as it focuses on violence reduction, drug and alcohol prevention and intervention and parent/community education. The Officer will serve as the School Coordinator for each school site and work directly with the District Grant Program Coordinator. Supervisor Piepho enquired about a quarterly reporting process to enable ongoing communication and dialogue on how the program is benefiting the community, and in order to provide updates to community leaders. Sheriff Warren Rupf said there will certainly be reporting responsibilities. He suggested the Board direct this request to the School District, as they are the grant recipient and recipient of the services. Supervisor Piepho,noting that School Districts operate autonomously, asked if the Sheriff may be the better source for information and data; or, if it would be most beneficial to have information provided by both the Sheriff and the School District. Chair Gioia commented that the list of grant recipients does not include many of the schools with the highest violence rates. Sheriff Rupf noted that it was up to the School Districts to apply for the grants. Chair Gioia, in response, said it raises the issue of the role the County plays in ensuring school districts are aware of these types of opportunities. He suggested some follow-up could be done to see whether high-violence schools had applied for this grant. By a unanimous vote with none absent,the Board of Supervisors: APPROVED authorizing the Sheriff, or designee,to execute a contract with Byron Union School District in an amount not to exceed $500,000 to provide a School Resource Officer for the Byron Union School District for the period July 1, 2006 through June 30, 2011; and REQUESTED that quarterly reports by the Sheriff and the School District be submitted to the Byron Municipal Advisory Council,the Town of Discovery Bay, and the School Board to report on the program's progress at Discovery Bay Elementary,Timber Point Elementary, and Excelsior Middle Schools.
