County DATE: August 1, 2006 -3 SUBJECT: ANIMAL SERVICES FEE SCHEDULE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: I FIX Tuesday, August 15, 2006 at 9:30 A.M. for a public hearing to consider adoption of Resolution No. 2006/463 to establish increased fees for spay/neuter services provided by the Animal Services Department. DIRECT the Animal Services Director to submit documentation indicating the estimated cost of providing the services for which the fees are levied to the Clerk of the Board by August 1, 2006; and DIRECT the Clerk of the Board to publish notice of the public hearing on the establishment of new fees pursuant to Government Code Section 6062a and to make cost documentation available for public review. FISCAL IMPACT: It is estimated that the increase in spay/neuter fees will generate increased revenues of $60,000. The fee Increase has been included in FY 2006/07 budget. BACKGROUND: The County has operated' a low-cost Spay Clinic since March 1977. We have not increased fees for spay/neuter services since December 2002; however, our operating costs continue to increase. A recent surlvey of low-cost spay clinics show that most of our spay/neuter fees are less than other. agencies in the bay area: As such, we are increasing our fees to cover the cost of providing those services. It is hereby RESOLVED by the Board that the recommendation of the Animal Services Director is approved, and that Resolution No. 2005/763 is rescinded effective August 15, 2006, and that the fees shown below are effective August 16, 2006. ANIMAL SERVICES DEPARTMENT FEE SCHEDULE Individual Doq and Cat Licenses Licensing of individual cats is voluntary. Licensing an individual dog is required. • IThe fee to individually license a dog or cat for: one year is $40.00. ii . • The fee to individually license a neutered dog or cat as evidenced by a veterinarian for lone year is $20.00. . • I The fee to individually license a dog or cat for two years is $74.00. • The fee to individually license for two years a.neutered dog or cat as evidenced by a veterinarian is $37.00. Ii • The fee to individually license a dog or cat for three years is $110.00. I • I The fee to individually license for three years a neutered dog or cat as evidenced by a veterinarian is $55.00. A late:tee of $40.00 shall be charged: i • I for failure to license an animal within 30 days after a license is required, or • ;� if a renewal fee is unpaid within 60 days after it is due and payable. License Fee Refunds and Credits Licens,b fees once paid are nonrefundable. If, within 120 days, the owner of an animal who has purchased a one-year license and whose animal, is under one year of age submits proof from a licensed veterinarian that the animal has been spayed or neutered, a credit'equal to the one-year license fee for a spayed or neutered animal will be applied to the next animal license purchased by the owner, if requested by the owner! I� R>✓SOLUTION NO. 2006/463 �I I' If an animal dies or is moved out of the county, any unused licensing credits will be refunded to the owner on written request if the'request is received within the effective time period of the license.'l Adoption Fees • The fee to adopt a dog is $10.00, plus a deposit for or fee for spay or neuter, rabies vaccination and license. • The fee to adopt a cat is $5.00, plus a deposit for or a fee for spay or neuter, rabies vaccination and license. I � • If:the dog or cat is spayed or neutered by the Animal Services Department or designee before adoption, the full cost of the spay/neuter surgery shall be collected. If the dog or cat is vaccinated for rabies before adoption, the full cost of the rabies vaccination shall be collected. • The fee to adopt all other animals may be based on a sealed bid process with a minimum I pproved by the Animal Services Director, or at the 4i&cretion of the Animal Services Director, may be set by the Director or designee.. I� I Impoundment Fees 'I The Animal Services Director shall collect the following redemption fees for impounded animals: • Th,e basic impoundment fee for a dog whether returned at the Center or in the field is $150.00. • The basic impoundment fee for one or more cows, bulls, steers burros, horses, sheep, Iambs, goats, hogs, or other large animals is $75.00; however if the impound requires the use of specialized equipment is a minimum fee of $225.00 • The basic impoundment fee for a cat, rabbit, bird, fowl, or other small animal not otherwise provided for is $50.00 In addition to the basic impoundment fee, the following shall be charged per day as part of the impoundment fee for feeding and caring for the impounded animals: li • Dogs or Cats $20.00 • Cows, bulls, steers, burros, horses, sheep, lambs', goats, hogs and other large animal's $25.00 • Other small animals $15.00 I� Owners or custodians will be responsible for the actual cost of veterinary care rendered to impounded animals. In the case of an animal reclaimed for a second time within a 12-month period, the owner or custodian shall be charged an additional fee of$100.00; and in the case of an animal reclaimed three times within a 24-month period, the owner or custodian shall be charged an additional fee of $150.00; and in the case of an animal reclaimed four or more times within a 36-month period, the ownerlor custodian shall be charged an additional fee of $200.00 each time. The administrative fee for quarantining an animal at home, if deemed appropriate by the Animal Service's Director, is $100.00. The fee to quarantine an animal at the Animal Services Center shall be the same as the impound fee plus $35.00 per day board fee for the length of the quarantine period. Penalties may be included if the animal was at large. .In addition to the above fees, a non-spayed or un-neutered cat or-dog that is impounded shall be fined $35.00 on the first occurrence, $50.00 on the second occurrence, and $100.00 on the third and subsequent occurrences Ifor failure to spay or neuter an owned cat or dog. RESOLUTION NO. 2006/463 I I i' I Surrender Fees for Owned Animals The fee to surrender: • a Ilicensed dog or cat $20.00 • an unlicensed dog or cat $40.00 almiscellaneous small animal under 20 lbs. $30.00 • a'miscellaneous animal 20 to 100 lbs. $40.00 • a miscellaneous large animal over 100 lbs. $225.00 • There is one fee for an unweaned litter surrendered with its mother Dead Animal.Disposal Fees • There is no fee for disposal of a licensed dead animal at the Center. • The fee for disposal of an unlicensed dead dog or cat at the Center is $30.00. • The fee for disposal of a small miscellaneous animal under 20 lbs. at the Center is $115.00. • The fee for disposal of a mislcellaneous animal 20 to 100 Ibs. er is $30.00. . • The fee for disposal for a miscellaneous dead animal over 100 lbs. at the Center is $225.00. I • There is a fee surcharge based on actual extra cost for the disposal of animals requiring special handling. Pick-up Fees for Owned Animals: • Fees for all owned dogs, cats, and miscellaneous animals less than 100 lbs., dead or alive, picked up in the field or at the owner's home will be $50.00 in addition to other fees for service as specified, ii I • The fee to pick up owned miscellaneous animals over 100 lbs. that requires the use of special equipment is a minimum of $225.00. Dead Animals from Veterinary Hospitals • The fee to pick up and dispose of dead dogs, cats or miscellaneous animals under 100 Ibs. from veterinary hospitals is $50.00 for the first animal and $15.00 for each iadditional animal in the same pick-up. The limit per pick-up will be six (6) animals. • The fee to pick up miscellaneous animals over 100 lbs. that requires the use of special iequipment is a minimum of $225.00. Trap Deposit, Rental and Serviciing Fees • IThe deposit to rent a cat trap is $60.00 • The deposit to rent a dog trap is $260.00 (with Animal Services Director or designee approval only). • ;IThe rental fee for cat traps shall be.$5.00 per day. II • IThe rental fee for dog traps shall be $15.00 per day. l • The fee to service a trap in the field is $50.00. Dan erouslPotentiall Dan erous Animal Fees I • !The permit fee for an animal declared as a dangerous animal shall be $500.00 annually. Ii I i I' RESOLUTION NO. 2006/463 li i • Fees for an animal declared a potentially dangerous animal shall be $200.00 annually. • A;n additional delinquent fee of $200.00 shall be charged if a dangerous/potentially dangerous animal permit renewal fee is not paid annually. An additional penalty fee of $100 (for a total.of $140) shall be charged if the animal is not properly licensed at the time the dangerous/potentially dangerous/prohibited dog animal permit renewal is due. I • The fees for dangerous animal permits are payable in addition to the license fees for individual animals. • Signage shall be posted on the premises at a location which is visible to the public. Signs will be purchased from' the Animal Services Department for a fee of$10.00. • Home inspections may be required by ordinance or by the Director of Animal Services. If, more than one home inspection is required, a fee of $75.00 is charged for each additional inspection. Administrative1 ve Fees • The administrative fee for replacement of a lost tag is $5.00. • The fee to photocopy department records shall be the actual cost of duplication. • The fee to clear a Citation prior to a court appearance is $40.00 plus proof of license. Licensing Periods Without Penalties I The Animal Services Director may declare periods during which owners may license their animals or renew their animal licenses without being charged a licensing late fee. EmergIency/Disaster.Response The fee to assist another governmental jurisdiction in times of emergency to handle animal relatedi problems that are reimbursable to the jurisdiction requesting assistance will be the actual cost of providing the service., i Miscellaneous Fees • Cat carrying containers $5.00 • E-Collar 8.00 • Medicated Shampoo 6.00 • Prescription medication Fee based on cost • Flea Treatments Fee Based on cost • Dispensing leashes 1.00 • Microchip 15.00 The above fees include State sales tax. The above fees may be adjusted based on cost by the Director of Animal Services. (dog) 12.00 Bordetella (dog) 7.00 Other Veterinary Treatments Level 1 $25.00 Level 2 50.00 Level 3 75.00 Owners, be charged for other veterinary care and treatme n nimals while at the shelters'or based on the level designation of the treatment. • Level 1 will be minor treatments of sick or slightly injured animals; • Level 2 will be moderate treatments possibly involving sutures and/or minor surgery; • Level 3 will be major treatments or surgeries involving significant time and follow-up. The Director of Animal Services or designee will place various treatments into levels of service for fee purposes. The above surgery, vaccination, and other treatment fees may be adjusted based on costs by the Director of Animal Services. Additional surgery fees for other animals or procedures may be set by the Director of Animal Services. A $25.010 additional fee will be charged for failure to give 24-hour notice if unable to keep surgery,appointment. i A fee of $20.00 for dogs and cats per day or portion of a day will be.charged for animals not claimed on time after surgery or other treatments..
