SUBJECT: Landscape and Lighting Assessment District for Montalvin Manor
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Redevelopment Director, on behalf of the Redevelopment
Agency, to execute a Project Agreement and Work Program with Contra Costa County, in
the amount of $15,000 for technical services related to the establishment of a new
landscape and lighting assessment district for the Montalvin Manor Redevelopment Project
Area, with a term of April 1, 2006 to June 30, 2007.
APPROVE and AUTHORIZE the Public Works Director, on behalf of Contra Costa County
to execute a Project Agreement and Work Program with the Contra Costa County
Redevelopment Agency, in the amount of $15,000 for technical services related to the
establishment of a new landscape and lighting assessment district for the Montalvin Manor
Redevelopment Project Area, with a term of April 1, 2006 to June 30, 2007.
FINANCIAL IMPACT:
The estimated cost of the project is $15,000. No General Funds would be utilized.
Redevelopment Funds will be used for the project.

BACKGROUND:
The Montalvin Manor Pedestrian and Transit Access Improvement Strategy, which was
accepted by the Agency on July 13, 2004, identified goals of improving various
infrastructure and recreational areas within Montalvin Manor. Many of ' these
improvements will require routine maintenance for the life of the improvements. It has
been identified that an additional landscape and lighting maintenance assessment
district will be required for Montalvin Manor in order to maintain any new improvements
within Montalvin Manor. When established, the new assessment imposed will solely be
for Montalvin Manor property owners.
Services to create a new Montalvin Manor Landscape and Lighting Assessment District
include: Phase I - preparation of annexation information; Phase II - preparation of
notices, ballots, and tabulation during the election process; and Phase III — property
owner assistance. Upon completion, an amendment to the Public Works Engineer's
Report will be prepared and presented to the Board of Supervisors for approval.
