FISCAL IMPACT: i The revised fee schedule is intended to cover costs for providing existing spay/neuter services. It is estimated that the fee increases with generate approximately $60,000 in revenues which have been included in the Departments FY 2006/2007 budget. 'I BACKGROUND: On August 1, 2006 the Board of Supervisors introduced a revised fee schedule for spay/neuter surgery. A summary of the changes tolthe fee schedule follows: ! It is hereby RESOLVED by the Board that the recommendation of the Animal Services Director is approved, and that Resolution No. 2005/763 is rescinded effective August 15, 2006,.and that the fees shown below are effective August 16, 2006. I I ANIMAL SERVICES DEPARTMENT FEE SCHEDULE I Individual Dog and Cat Licenses j Licensing of individual cats is voluntary. Licensing an individual dog is required. I • The fee to individually licensed a dog or cat for one year is $40.00. I • The fee to individually licensed a neutered dog or cat as evidenced by a veterinarian for one year is $20.00. j • The fee to individually licensela dog or cat for two years is $74.00. i • The fee to individually licensel�for two years a neutered dog or cat as evidenced by a veterinarian is $37.00. • The fee to individually licensela dog or cat for three years is $110.00. f • The fee to individually licensejfor three years a neutered dog or cat as evidenced by a veterinarian is $55.00. I A late fee of $40.00 shall be charged: • for failure to license an animal within 30 days after a license is required, or if a renewal fee is unpaid within 60 days after it is due and payable. I License Fee Refunds and Credits License fees once paid are nonrefundable. If, within;120 days, the owner of an animal who has purchased a one-year license and whose animal is;under one year of age submits proof from a licensed veterinarian that the animal has been spayed or neutered, a credit equal to the one-year license fee for a spayed or neutered animal will be applied to the next animal license purchased by the owner, if requested by the owner. II RESOLUTION NO. 2006/463 I i If an animal dies or is moved out of the county, any unused licensing credits will be refunded to the owner on written request if the request is received within the effective time period of the license. Adoption Fees i • The fee to adopt a dog is $1,0.00, plus a deposit for or fee for spay or neuter, rabies vaccination and license. • The fee to adopt a cat is $5100, plus a deposit for or a fee for spay or neuter, rabies vaccination and license. • If the dog or cat is spayed or;neutered by the Animal Services.Department or designee before adoption, the full cost of the spay/neuter surgery shall be collected. If the dog or cat is vaccinated for rabies before adoption, the full cost of the rabies vaccination shall be collected. • The fee to adopt all other animals may be based on a sealed bid process with a minimum approved by the Animal Services Director, or at the discretion of the Animal Services Director, may be set by the Director or designee. Impoundment Fees I The Animal Services Director shall collect the following redemption fees for impounded animals: • The basic impoundment fee for a dog whether returned at the Center or in the field is $50.00. • The basic impoundment fee for one or more cows, bulls, steers burros, horses, sheep, Iambs, goats, hogs, or other large animals is $75.00; however if the impound requires the use of specialized equipment is a minimum fee of $225.00 • The basic impoundment fee for;a cat, rabbit, bird, fowl, or other small animal not otherwise provided for is $50.00 In addition to the basic impoundment fee, the following shall be charged per day as part of the impoundment fee for feeding and caring for the impounded animals: • Dogs or Cats $20.00 • Cows, bulls, steers, burros, horses, sheep, lambs, goats, hogs and other large animals I $25.00 • Other small animals $15.00 I Owners or custodians will be responsible for the actual cost of veterinary care rendered to impounded animals. In the case of an animal reclaimed for a second time within a 12-month period, the owner or custodian shall be charged an additional fee of$100.00; and in the case of an animal reclaimed three times within a 24-month period,Ithe owner or custodian shall be charged an additional fee of $150.00; and in the case of an animal reclaimed four or more times within a 36-month period, the owner or custodian shall be charged!ian additional fee of $200.00 each time. The administrative fee for quarantining an animal at home, if deemed appropriate by the Animal Services Director, is $100.00. The fee to quarantine an animal at the Animal Services Center shall be the same as the impound fee plus $35.00 per day board fee for the length of the quarantine period. Penalties may be included if the animal was at large. i In addition to the above fees, a non-spayed or un-neutered cat or dog that is impounded shall be fined ;$35.00 on the first occurrence, $50.00 on the second occurrence, and $100.00 on the third and ,subsequent occurrences for failure to spay or neuter an owned cat or dog. i RESOLUTION NO. 2006/463 I � I Surrender Fees for Owned Animals The fee to surrender: • a licensed dog or cat $20.00 • an unlicensed dog or cat $40.00 • a miscellaneous small animal :under 20 lbs. $30.00 • a miscellaneous animal 20 to 100 lbs. $40.00 • a miscellaneous large animal over 100 lbs. $225.00 • There is one fee for an unweaned litter surrendered with its mother Dead Animal Disposal Fees • There is no fee for disposal of a licensed dead animal at the Center. • The fee for disposal of an unlicensed dead dog or cat at the Center is $30.00. • The fee for disposal of a small miscellaneous animal under 20 lbs. at the Center is $15.00. • The fee for disposal of a miscellaneous animal 20 to 100 lbs. at the Center is $30.00. • The fee for disposal for a miscellaneous dead animal over 100 lbs. at the Center is $225.00. • There is a fee surcharge based on actual extra cost for the disposal of animals requiring special handling. i Pick-up Fees for Owned Animals I • Fees for all owned dogs, cats; and miscellaneous animals less than 100 lbs., dead or alive, picked up in the field or'at the owner's home will be $50.00 in addition to other fees for service as specified. i • The fee to pick up owned miscellaneous animals over 100 lbs. that requires the use of special equipment is a minimum of $225.00. Dead Animals from Veterinary Hospitals • The fee to pick up and dispose of dead dogs, cats or miscellaneous animals under 100 lbs. from veterinary hospitals is $50.00 for the first animal and $15.00 for each additional animal in the same i�pick-up. The limit per pick-up will be six (6) animals. • The fee to pick up miscellaneous animals over 100 lbs. that requires the use of special equipment is a minimum of $225.00. 1 Trap Deposit. Rental and Servicing Fees • The deposit to rent a cat trap is $60.00 • The deposit to rent a dog trap; is $260.00 (with Animal Services Director or designee approval only). • The rental fee for cat traps shall be $5.00 per day. i • The rental fee for dog traps shall be $15.00 per day. I • The fee to service a trap in the field is $50.00. II Dangerous/Potentially Dangerous'Animal Fees • The permit fee for an animal declared as a dangerous animal shall be $500.00 annually. RESOLUTION NO. 2006/463 I • Fees for an animal declared a potentially dangerous animal shall be $200.00 annually. • An ladditional delinquent fee of,$200.00 shall be charged if a dangerous/potentially dangerous animal permit renewal fee is not paid annually. An additional penalty fee of $100 (fora total of $140) shall'be charged if the animal is not properly licensed at the time the dangerous/potentiallyidangerous/prohibited dog animal permit renewal is due. I � • The fees for dangerous animal permits are payable in addition to the license fees for individual animals. • Signage shall be posted on the premises at a location which is visible to the public. Signs will be purchased from the Animal Services Department for a fee of $10.00. • Home inspections may be required by ordinance or by the Director of Animal Services. If more than one home inspection is required, a fee of $75.00 is charged for each additional inspection. I Administrative Fees i • The administrative fee for replacement of a lost tag is $5.00. I • The fee to photocopy department records shall be the actual cost of duplication. • The fee to clear a Citation prior to a court appearance is $40.00 plus proof of license. ! li Licensing Periods Without Penalties The Animal Services Director may declare periods during which owners may license their animals or renew their animal licenses without being charged a licensing late fee. Emergency/Disaster Response I The fee to assist another governmental jurisdiction in times of emergency to handle animal related problems that are reimbursable to the jurisdiction requesting assistance will be the actual cost of providing the service. Miscellaneous Fees • Cat carrying containers $5.00 • E-Collar 8.00 • Medicated Shampoo 6.00 • Prescription medication Fee based on cost • Fle;a Treatments Fee Based on cost • Dispensing leashes 1.00 • Microchip 15.00 I I The abo,v;e fees include State sales tax. (dog) . 12.00 Bordetella (dog) 7.00 Ij Other Veterinary Treatments Level 1 $25.00 Level 2 50.00 Level 3 75.00 Owners will be charged for other veterinary care and treatments given to animals while at the shelters or based on the level designation of the treatment. • Level 1 will be minor treatments of sick or slightly injured animals; • Level 2 will be moderate treatments possibly Involving sutures and/or minor surgery; • Level 3 will be major treatments or surgeries involving significant time and follow-up. The Director of Animal Services or designee will place various treatments into levels of service for fee purposes. I The above surgery, vaccination, and other treatment fees may be adjusted based on costs by the Director of Animal Services. Additional surgery fees for other animals or procedures may be set byjthe Director of Animal Services. A $25.00 ladditional fee will be charged for failure to give 24-hour notice if unable to keep surgery appointment. A fee of $20.00 for dogs and cats per day or portion of a day will be charged for animals not claimed on time after surgery or other treatments. She enters animal and person information into Chameleon system; verifies animal has valid rabies vaccine and updates the caduceus; advises customer; if animal needs further takes cash, check, or credit card for surgery payment; jreceipts money in Chameleon system; prints out receipt and vaccine certificates; answers customer questions; advises customers When animal will be ready for pick up; may issue dog license. At the end of the day, the customer signs consent/waiver surgery card; receives discharge papers (final receipts and pet care); answers any customer questions about after care; if necessary, collects money and adjusts fees. Registered Vet Technician: 60 minutes per animal i I Pre med injection; hospitalizing the animal; induce general anesthesia; surgical prep of animal; application, of surgical monitors; move to OR; surgical pack preparation and sterilization; reestablish maintenance anesthesia, monitor anesthesia during surgery; imove to recovery; monitor recovery; discharge to owner; hospital cleanup. I � The RVT prep time for a neuter on a small animal is less because the animal is smaller, prep area is smaller, it can be easily moved, and there is less pre-op time for anesthesia. Conversely, a neuter even on a small animal takes more time because of the prep area and the pre-op care required for a spay. Large animals are more difficult to move and require more care after surgery. I I I Veterinarian: Time varies Perform ovariohysterectomy land castration surgery. Operating times vary based on the weight of the animal and the type of surgery being performed. For example, a neuter is less invasive and takes only about Y2 the time as a spay.
