TO: BOARD OF SUPERVISORS CONTRA COSTA FROM: John Cullen, County Administrator COUNTY a cd"vn`� DATE: August 15, 2006 SUBJECT: BALLOT ARGUMENT IN FAVOR OF "ALTERNATE FOR COUNTY SUPERVISOR ON COUNTY RETIREMENT BOARD" MEASURE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. APPROVE the attached ballot argument in favor of the measure entitled "Alternate for County Supervisor on County Retirement Board" which will be considered by the Contra Costa County electorate on November 7, 2006. 2. AUTHORIZE the Chair and Vice-Chair of the Board of Supervisors to sign the argument in favor of the ballot measure on behalf of the Board of Supervisors. 3. REQUEST the County Treasurer-Tax Collector and County Auditor-Controller to join the Board of Supervisors as signators on the ballot argument in favor of the measure. 4. AUTHORIZE the Chair and Vice-Chair of the Board of Supervisors to submit a rebuttal to any argument against the ballot measure. BACKGROUND: On August 8, 2006, the Board of Supervisors adopted Resolution No. 2006/474 authorizing an election on the "Alternate for County Supervisor on County Retirement Board" ballot measure for the November 7, 2006 General Election. The California Election Code Section 9600, et. al., provides that arguments in favor and against measures can be printed in the Voters Information Pamphlet. The attached argument in favor of the measure entitled "Alternate for County Supervisor on County Retirement Board" is consistent with the argument format requirements of the Elections Office. Higher rates and costs mean that the County has less money available for law enforcement, healthcare, libraries and other services and programs important to our county's businesses and residents. Currently there is an alternate for every member of the County Retirement Board except the member who is a County Supervisor. Consequently, when the County Supervisor member cannot attend a meeting, there is no alternate to take his/her place. This is neither fair nor equitable. New state law allows for an alternate for a County Supervisor member of the County Retirement Board if approved by a majority of the electorate. Authorizing an alternate for the County. Supervisor member on the County Retirement Board will not increase the number of alternates or result in any increased costs. The same . alternate will serve for all Board-appointed Retirement Boardmembers. A "YES" on Measure M: • increases the County's ability to protect taxpayer interests; • allows full representation of the County and its taxpayers on the County Retirement Board; • adds no additional costs for Retirement Board alternates.
