SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20101 Canceling one Accountant III
(Unrepresented) position # 1584 and adding one Supervising Accountant (Unrepresented).
FISCAL IMPACT:
The Annual cost associated with this action is $816.00. No general funds are associated with this
action.
BACKGROUND:
Public Works has restructured their, Accounting Division to help alleviate the heavy workload for the
Public Works Fiscal Officer and the Supervising Accountant. Presently, the Fiscal Officer and the
Supervising Accountant share the day-to-day supervision of five accounting units' and 15 employees.
In order for the Public Works Fiscal Officer to concentrate on her higher level duties, it is necessary
for her to give up the day-to-day supervision of the Transportation Accounting Unit, which oversees
the majority of the Department's funding. This will allow her to concentrate on long term fiscal projects
for the department. The current Supervising Accountant's workload does not permit him to take on
the additional staff members since the already oversees the Flood Control and Special District
Accounting Unit and the Land Development lAccounting Unit.
In order to effectively manage the Accounting Division, another manager is necessary. Staff reviewed
the skills and responsibilities that the additional position requires and has found that the classification
of Supervising Accountant is the best sfit.
The added Supervising Accountant position will be responsible for providing management over the
Transportation and Fee Collection accounting units, supervising the maintenance of various financial
schedules, performing a variety of complex financial, statistical, budgetary, tax and accounting
reports, handling complex state and internal audits, working with new CCTA contract under Measure
J, and planning work schedules to ensure that all deadlines are met.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted, a decrease in efficiency will occur in the Accounting Divisions of
General Services.
