BACKGROUND: Many services are being provided throughout the County by non-paid volunteers in organizations not associated with traditional County programs. Services are provided to many persons who would otherwise look to public agencies or do without if it were not for the hundreds of men, women, children, and older persons who donate their time, effort, and enthusiasm to helping others. Most of these volunteers receive little or no recognition--other than the heartfelt thanks of those they serve--from the general public or the media for their long hours and hard work. The County has an outstanding program to recognize volunteers who donate their time to aid and support our County programs. Each year, the Board of Supervisors gives formal notice of our appreciation by awarding Certificates of Appreciation to selected individuals as recommended by representatives of County departments where the volunteer serves. On April 10, 1984, Supervisor Torlakson declared that 1984 would be the Year of Citizen Involvement in the County, and advised the Board that there has been no way for the County to recognize individuals and businesses having donated their time and money to more than 600 private nonprofit and service agencies within the County. As a result of Supervisor Torlakson' s presentation, the Board approved in concept that individuals and businesses should be honored periodically by the Board for their service and, in addition, authorized the establishment of a committee to report back to the Board with a detailed plan to implement this program. The Committee has been meeting and has developed the Contra Costa County Volunteer Recognition Program. It is the intent of the Contra Costa County Volunteer Recognition Program to provide a means to help bring needed attention and public thanks to those who volunteer their help to agencies and projects not part of the formal in-County programs. Examples of volunteer services that would be eligible for recognition would include such organizations and services as: o Youth Organizations (Boy's Club, Scouts, YWCA, YMCA, CYO, Church Recreation League, etc. ) o Service Organizations o Volunteer Fire Fighting and Rescue Organizations \/ CONTINUED ON ATTACHMENT: X YES SIGNATURE: /' l/ ', /%L2E /i✓'- X RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE X APPROVE OTHER SIGNATURE(S) C/ L 4 ACTION OF BOARD ON November 6, 1984 APPROVED AS RECOMMENDED X OTHER X APPROVED the recommendation to create the program and REQUESTED the County Administrator to solicit input from the Development Association regarding public and private participation in said program.
