SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Acknowledge receipt of attached Proposed 1985 Legislative Program for Contra Costa
County. Authorize the County Administrator to circulate the proposed legislative
program to interested agencies and organizations in the County for comment, with
the understanding that this is only a partial listing of possible legislative
positions, and schedule this item for consideration and adoption on November 27,
1984.
BACKGROUND:
The attached listing of proposed legislation to be sponsored or supported in 1985
consists of recommendations made by several County departments as well as the inclusion
of some items from the Board's 1984 Legislative Program which were not enacted.
We don' t believe that this list is necessarily as comprehensive nor as inclusive
as it should be. Because of past concerns expressed by Board members that other
organizations in the community have an opportunity to review and comment on the
proposed legislative package before it is adopted, we are making the recommendation
shown above.
In addition, we will solicit additional input from County departments that have
not yet responded and will prepare a report for the Board' s November 27 agenda
identifying any additional positions to be included in the 1985 Legislative Program,
as well as a summary of any comments received from other organizations and agencies.

PROPOSED 1985 LEGISLATIVE PROGRAM
1 . Sponsor or support legislation to reintroduce a one-time surcharge on
vehicle registration fees for the purpose of funding an active abandoned
vehicle removal program.
2. Sponsor or support legislation to apportion liability on the basis of the
extent to'which the defendant is guilty rather than equally on all
defendants regardless of the extent of their guilt.
3. Sponsor or support restoration in the 1985-1986 State Budget of Public
Defender funding provided for in Penal Code Section 987.6.
4. Sponsor or support legislation which provides the Board of Supervisors
with more flexibility in contracting for services than is now possible
under Government Code Section 31000.
5. Sponsor or support legislation which authorizes the Board of Supervisors
to provide for a per diem payment to members of the Advisory Housing
Commission.
6. Sponsor or support legislation which would authorize the Board of
Supervisors to restrict the parking of recreational vehicles and trailers
on public streets in selected areas.
7. Sponsor or support legislation which would authorize the California
Highway Patrol to use radar on non-State highways and interstate highways.
8. Sponsor or support legislation which would speed up the payment of claims
to the State for eligible costs associated with flood control projects.

9. Sponsor or support legislation which would increase the traffic
school assignment fee to cover the actual costs of the program.
10. Sponsor or support legislation which would increase the fee which
may be imposed on a bad check transaction to more nearly cover the
actual cost of processing these transactions.
11 . Sponsor or support legislation which will require a police officer
to solicit and a motorist to verify the mailing address on traffic
citations.
12. Sponsor or support legislation which would authorize the District
Attorney, at his discretion, to charge a violation of Vehicle Code
Section 14601 .1 (driving on a suspended license) as an "infraction"
rather than requiring that all such violations be charged as misdemeanors.
13. Sponsor or support legislation which would expand the discretion of the
District Attorney to charge specified minor offenses as infractions
rather than misdemeanors.
14. Sponsor or support legislation which would provide for and fund a pilot
program to develop and test specific clinical strategies to properly
assess and treat adults who are diagnosed as both mentally disturbed and
substance abusers.
15. Sponsor .or support legislation which would remove any unnecessary require-
ments that notice of a hearing be posted on the affected property.

16. Sponsor a municipal court pay and staffing bill for Contra Costa
County which would bring current State law in line with various
personnel actions taken by the Board in the past year.
17. Sponsor legislation which would authorize a Marshal-Sheriff consolidation
in Contra Costa County.
18. Sponsor or support legislation which would provide for a fee for the
filing of an assessment appeal .
19. Sponsor or support legislation which would authorize an advisory
housing commissioner to simultaneously serve as a planning commissioner.
20. Sponsor or support legislation which would require the State to pay
local government money owed in a more timely fashion.
21 . Sponsor or support legislation which would increase civil process fees.
