LANGO, DIRECTOR OF GENERAL SERVICES COSTA DATE: AUGUST 15, 2006 °'Tad-U--= COUNTY SUBJECT: DISPOSAL OF SURPLUS PROPERTY 100 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION DECLARE as surplus and AUTHORIZE the Purchasing Agent, or designee, to dispose of vehicles and equipment no longer needed for public use as specifically set forth in the attachment to this Board Order. FINANCIAL IMPACT There is no financial impact associated with approval of recommended action. BACKGROUND Section 1108-2.212 of the County Ordinance Code'authorizes the Purchasing Agent to dispose of any personal property belonging to Contra Costa County and found by the Board of Supervisors not to be required for public use. The property for disposal is either obsolete, worn out, beyond economical repair, or damaged beyond repair. A meeting with property owner of proposed parcel is forthcoming. OLD BUSINESS: Resolution of Surplus Property Report of 3/28/06 —This item was carried over from the April meeting. Chief Richter reported that the large diameter hose is what remains from an order that was defective and Is no longer usable. No recourse with the manufacturer is available as they are no Ion,ger in business. He recommended that the pallets of hose be surplused at this time. Commissioner Chapman made a motion to surplus the hose contained in report of March 28, 2006. Motion was seconded by Commissioner Egan. All in favor, motion passed. NEW BUSINESS: Declaration of Surplus Property - Report of June 1, 2006 consists of fire apparatus and light vehicles. Commissioner Haynes made a motion to approve the surplus property list as provided, seconded by Commissioner Cunningham. All in favor, motion passed. Excise Taxes (Rebates and Exemption) and Rebate of Federal Fuel Taxes — Commissioner Cunningham informed those present that he recently was made aware of legislation that provides for some federal tax exemptions, i.e., exemptions from paying telephone long distance and diesel fuel (24.5 cents a gallon) federal taxes. The statute of limitations for reimbursement is three years. Exemption process will require sending . a letter to each of our venders informing them of our tax exempt status. Mike George, Chief of Administrative Services, has been notified-and will follow up on this. An IRS contact is Mr. Alhender, 1-866-699-4096 Ext. 2215. Commissioner Cunningham asked that Mike George also 1) pass this information to other county agencies and 2) query any other.federal excise taxes we are currently paying. Commissioner Chapman asked that this be agendized to thIe August 14 meeting and that Mike George be invited to attend and provide a status report on this issue. Nomination and Selection of Chair and Vice Chair for FY 2006/07 Commissioner Haynes nominated Commissioner Cunningham as Chairman and that Commissioner Chapman be re-elected as Vice Chair for FY 2006/07, nominations seconded by Commissioner Delcollo. Nominations were accepted. No further nominations were heard. A voice vote was taken. All voted in favor, positions were filled as nominated. Thanks were extended to Commissioner Granados for his work as past Chairman. .
