HomeMy WebLinkAboutMINUTES - 11061984 - 2.6 TO: BOARD OF SUPERVISORS Contra FROM: Phil Batchelor, County Administrator Costa DATE: November 1 , 1984 Cou' "y SUBJECT: Ambulance Contracting Review Process SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Approve the process outlined below to be used in returning contract recommendations to the Board. BACKGROUND: On October 30, 1984, the Board asked this office to recommend a process which should be followed in preparing recommendations on contract awards for emergency ambulance response. We have carefully reviewed all of the factors involved and recommend that the following process be followed: 1 . A panel of experts in the emergency medical services field be formed by the Health Officer. The organizations to be represented on the panel should be made public to assure all parties that the panel is representative of various interests in the community. However, the names of the actual individuals asked to serve on the panel should not be made public until after they have completed their report to the Health Officer. This will assist in avoiding any efforts to influence the process of reviewing the RFPs. 2. The panel of experts reviews the RFPs. The Health Officer should provide an opportunity during the review process when any member of the public can address the panel to provide testimony on the subject of ambulance service. 3. The Health Officer conducts a hearing November 16, 1984 on ambulance zone boundary configurations, following which the Health Officer announces any changes to be made in ambulance zone boundaries. 4. The panel of experts makes their recommendations to the Health Officer on contract awards for each of the zones established by the Health Officer. 5. The Health Officer announces his recommendations to the Board for contract awards. 6. Any Board member wishing to do so may conduct a regional public review process to go over the recommendations of the panel of experts and the Health Officer. 7. The Board of Supervisors, on November 27, 1984, has before it the recommendations of the Health Officer for contract awards. we believe this process accomplishes the two primary objectives the Board has in mind; namely, to insure that the review process is fair, objective, and professional , and that public input is adequately provided for. Z46,- X RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE X APPROVE OTHER _ 00021'7 SIGNATURE(S) � y Action of the Board on NOVanber 6, 1984 Approved as Recanmended X Other X The Board APPROVED the list of organizations submitted by the County Administrator that will be represented on the Panel for reviewing the ambulance contract RFPs ; APPROVED the process as outlined above with a modification to Paragraph No. 1 to provide for the names of the panelists to be made public prior to the review process; stipulated that the panelists and bidders are required to execute certain declarations relative to their code of conduct "in order to preserve the integrity of the procedure; and DIRECTED that persons desiring to provide input to the panelists be permitted to do so through County staff and the Emergency Medical Care Committee for subsequent presentation to the Panel.
