SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20093, adding one full-time Agricultural Biologist Trainee (BA7A) position
(Represented).
FISCAL IMPACT:
Upon approval,this action will result in an annual cost$65,720.00 and is completely funded through the California Department of Food
and Agriculture Standard Agreement.
BACKGROUND:
The Agriculture Department is requesting this addition due to the creation of two (2) Pest Surveillance Canine Inspection Teams per
the mandates set forth by the California Department of Food and Agriculture Standard Agreement.
The new Agricultural Biologist Trainee is needed to take on the role of a Canine Handler. The Canine Inspection Teams will conduct
surveillance inspections at bay area Parcel Centelrs(UPS, FedEx, DHL)on plant products entering the State of California.
Duties of the position will include the inspection of agricultural commodities in areas of production,wholesale and retail markets to ensure
compliance with the standards outlined in the California Food and Agricultural Code;inspection of plant material coming into and existing
within the County to ensure compliance with federal and state quarantines and for the presence of detrimental insects, diseases, noxious
weeds, noxious seeds and weed seeds; enforcement of pesticide laws and regulations; weed and vertebrate pest control activities; and
assists in keeping records of inspections and prepares specified reports
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the Department of Agriculture will not be able to meet the mandates that are set forth in the
California Department of Food and Agriculture Standard Agreement The costs to the State of California for the eradication
of pests that illegally or inadvertently become established amounts to millions of dollars. This program is designed to
eradicate the pests before they become established.
