SUBJECT: Approval of Contract Amendment Agreement#26-458-7 with Access Nurses
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATIONN:
Approve and authorize the Health Services Director, or his designee (Jeff Smith, M.D.) to execute on
behalf of the County, Contract Amendment Agreement #26-458-7 with Access Nurses, a corporation,
effective June 1, 2006, to amends Contract #26-458-5 (as amended by Contract Amendment Agreement
#26-458-6), to increase the Contract payment limit by $190,000, from $860,000 to a new total of
$1,050,000 with no change in the original term of September 1, 2005 through August 31, 2006.
FISCAL IMPACT:
This contract is included in the Health Services Department Enterprise I budget.
REASONS FOR RECOMMENDATIONSBACKGROUND:
For several years the County has contracted with registries to provide temporary medical professionals to
assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations. There is a nationwide nursing and healthcare staff
shortage, and in spite of persistent efforts to recruit nurses and other healthcare staff, the Department has
experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely
heavily on the registry services in order to provide quality-nursing care for patients.
On September 27, 2005, the Board of Supervisors approved Contract #26-458-5 (as amended by
Contract Amendment Agreement#26-458-6) with Access Nurses to provide temporary nursing services,
as requested by the Department,for the period from September 1, 2005 through August 31,2006.
Due to a continuous increase in temporary absences and a shortage of nurses, County has requested
and Contractor has agreed to provide additional temporary nursing services to cover critical areas at
Contra Costa Regional Medical Center. Approval of Contract Amendment Agreement #26-458-7
will allow the Contractor to provide additional temporary nursing coverage services through August
31, 2006.
