Program.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION.-
APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a
contract with Moss Beach Homes. Inc., in the amount of 51,346,000 for fiscal administration of the Welcome
Home Baby Program during the period of July 1, 2006 through June 30, '_00',. (Budgeted: 45% State: 55%

This contract supports all fire community outcomes established in the Children's Report Card: "Children Ready-
for and Succeeding in School". "Children and Youth Healthy and Preparing for Productive Adulthood":
"Families that are Economically- Self-Sufficient"; "Families that are Safe, Stable and 'Nurturing"; and
"Communities that are Safe and Provide a High Quality- of Life for Children and Families." The program will
reduce child abuse and neglect. reduce substance abuse, improve parenting skills and increase the percentage of
safe, stable households.
BACKGROUND-
Moss Beach Homes, Inc., will have a fiduciary-relationship to the Welcome Home Baby Program(XVHB), .with i
responsibilities of fiscal administration including human resource management, while EHSD will remain the
primary lead for program decisions and countrywide expansion.

The Welcome Home Baby-Program is a prevention and early-intervention program providing home visiting for
first-time families in Contra Costa County-. The identification of first-time families, and provision of weekly
home visits emphasizing infant bonding and nurturing child development, health education and medical care.
and assistance with employment,housing, transportation and childcare can provide appreciable reductions in
child abuse and neglect and other significant health and education concerns.
