Approve and authorize the District Attorney,or designee,to execute a contract with Paul Skinner,in an amount not to exceed$60,500,to continue to provide In-Home Support Services(IHSS)fraud investigations for the period August 1, 2006 through June 30,2007. (Budgeted) (Funded State/Federal) FINANCIAL IMPACT: The contract is funded through an Interdepartmental Services Agreement to provide welfare fraud investigative services between the District Attorney's Office and the Employment and Human Services Department. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The California Department of Social Services has a program called In-Home Support Services(IHSS). The program is offered in all 58 counties and is administered through county social service/welfare departments. IHSS is intended to be an alternative to out-of-home care and pays a"provider"for providing various services to the recipient. In Contra Costa County,approximately 6,400 people are receiving IHSS services and approximately$84 billion is being paid to the IHSS providers on an annual basis, approximately 20% of the $84 million is funded by the County. The contract investigator will investigate IHSS fraud. The District Attorney's Office will prosecute those who are fraudulently receiving services. Through these efforts the County will save funds by reducing fraudulent payments. CONSEQUENCES OF NEGATIVE ACTION: Lack of resources for fraud investigations will increase the likelihood that fraud will go undiscovered.
