SUBJECT: Interagency agreement with Contra Costa Community College District—West Contra Costa
Campus for Foster Parent and Relative Caregiver Training.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee,to execute
an Interagency Agreement with Contra Costa Community College District(CCCCD)—West Contra Costa
Campus in an amount not to exceed $30,000 to provide Foster Parent and Relative Caregiver Training-Heritage
Project for the period July 1, 2006 through June 30, 2007.
FINANCIAL IMPACT:
$30,000 Options for Recovery Allocations: 75%Federal($22,500); 17.5% State($5,250); 7.5% County
($2,250).

This contract supports three of the five community outcomes established in the Children's Report Card: 2)
"Children and Youth Healthy and,Preparing for Productive Adulthood"; 4) "Families that are Safe, Stable, and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families"
by enhancing the quality of care provided and increasing self-sufficiency.
BACKGROUND:
The Foster Parent and Relative Caregiver Training-Heritage Project provides education and training to foster
parents and relative caregivers, which enhances the quality of care provided, assists children to cope with
previous abuse, and supports children's ability to cope with out-of-home placement. Ongoing training is
scheduled in two, thirty-six hour sessions over multiple days, or in a mutually agreed upon flexible and ongoing
series of sessions to facilitate access for relative caregivers.
Contra Costa Community College District will provide Foster Parent and Relative Caregiver Training—
Heritage Project services at the West Contra Costa Campus to caregivers responsible for special needs children
and medically fragile infants. (#21-114-12)
