By: Jacqueline Pigg, Contracts Administrator 'm DATE: y � County -Xv-,I July 13, 2006 SUBJECT: Approval of Interagency Agreement 474-278 with the County of Santa Clara t /1/ SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION v RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Interagency Agreement#74-278 with the County of Santa Clara, a government agency, in an amount not to exceed $541,532, to provide Community Treatment Facility services for Contra Costa County,Seriously Emotionally Disturbed (SED) youth, for the period from November 1, 2005 through December 31, 2006. FISCAL IMPACT: This Contract is funded 25% by State Early and Periodic Screening; Diagnosis, and Treatment (EPSDT), 60% by Individuals with Disabilities Education Act (IDEA)/SB 90, and 15%by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS). BACKGROUND/REASON(S) FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides high-level residential placements, including intensive day treatment services, medication support, and mental health services to Contra Costa County-referred SED children at the County of Santa Clara's Starlight Community Treatment Facility (CTF). Due to a reduction in CTF beds in Contra Costa County, it is necessary to contract with an out-of-county facility to provide these Juvenile Court- mandated treatment services. Under Interagency Agreement #74-278, the County of Santa Clara will provide CTF services through December 31, 2006. Wigand,LCSW, Mental Health Director SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR CONTRACT —County of Santa Clara for Starlight Community Treatment Facility STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a program to provide Residential Intensive Day Treatment Services for seriously emotionally disturbed adolescents at County of Santa Clara's Starlight Community Treatment Facility located in Santa Clara, CA. Starlight Community Treatment Facility has provided Mental Health services to Contra Costa clients based on a Letter of Intent for each child entering their program since November 1,2005. Delayed negotiations due to budget constraints in this fiscal year prevented the contract from going forward in a timely manner. BENEFIT OF CONTRA COSTA COUNTY: Approval of this retroactive contract int will allow for the Contractor to continue providing Intensive Day Treatment services,medication support and mental health services to County-referred SED adolescents who are part of the certified class mandated to receive them.
