BACKGROUND:
The Public and Environmental Health Advisory Board was established in May 1986 to
anticipate emerging health needs and initiate prevention programs, focus public health
interventions in communities with the greatest needs, balance available resources with
growing needs, and.advocate for increased County action to improve community health.
The Advisory Board has 19 members. The Internal Operations Committee (IOC) reviews the
nominations for all seats.on the Advisory Board except those reserved for specific public
agencies.
On July 17, the IOC reviewed PEHAB's requests (attached) for roster changes and were
unable to approve all of the recommendations due to procedural requirements of the Maddy
Act, which require that vacant seats be publicly posted for ten days prior to appointment to a
seat. The IOC approved some of the recommendations, which are proffered hereby to the
Board of Supervisors.

Changes in Member Seat Affiliations
1. Please consider the recommended appointments of the following four (4) individuals to the Public and
Environmental health Advisory Board to terms due to expire on May 31, 2011. These individuals will
strengthen the diversity and background of PEHAB membership allowing PEHAB to better advise and
act on the increasingly complex issues as they related to the PEHAB mission. Background information
is provided for each member, including Personal Data Sheets, applicants' addresses, and a current
PEHAB member roster.
2. Please consider the current three (3) appointment seats changed from designated representation to
seat designations that are more aligned with member's background, experience, and interest.
The new appointment recommendations are:
■ Representing Consumer/Community #1 Al-
Appoint Sharyn Reece Grayson, 711-22nd Street, Richmond, CA 94801, as Consumer/Community
#1 representative to PEHAB for a term expiring May 31,,2011. Ms. Grayson is a recognized community
advocate for HIV/AIDS prevention and education. She is the president and CEO of the Non-Profit and
Consumer Services Network located in San Pablo-,"'S' he brings years of service on various non-profit
boards and currently volunteers with Neighbofh"ood House in North Richmond. Ms. Grayson
appointment would also increase the representation of the African American community of PEHAB.
She would represent Consumer/Community #1.

Appoint Terry Surles, 1312A Mallard Drive, Richmond,CA 94801, as West County At-large #1
representative to PEHAB for a term expiring May,.31, 2011. Mr. Surles has a Ph.D. in chemistry from
Michigan State University and brings years of,.ekperience in the science field with background in
I .environmental and energy issues. He has,rfiany years of experience as a volunteer with a strong
interest in serving the Contra Costa community. He is Caucasian. He would represent West County,
At-large #1.

Appoint John A. Knowles, 21 Walnut View Place, Walnut Creek 94597, as Central County At-large
#1 representative to PEHAB'for a term expiring May 31;'2011: Mr. Knowles is a physician with a
medical practice in Central County dating from 1959,and retired from the Alamo Medical Group. He
worked at John Muir and Mt. Diablo Medical Centers. He was a Board of Director at John Muir Hospital
(1971-1973) and continues on the contracts committee of the John Muir Medical Center (1981-
present). He feels an obligation to the county to serve and desires the challenge of a new opportunity.
He is Caucasian. He would represent C�Rt'ral County, At-large #1.
■ Representing General At-large #2
Appoint Barbara Leone, 5345 Grasswood Circle, Concord, CA 94521, as General At-large #2
representative to PEHAB for a term expiring May 31, 2011. Ms. Leone is a Business Continuity
Program Manager for PMI Mortgage. She created the Pandemic Preparedness Network and conducts
monthly meetings in corporations across the U.S. to address pandemic issues. She brings a business
presence from the community and is a third generation Contra Costa resident. She has a special
interest in health, safety, and technology. She is Caucasian. She would represent General County, At-
large #2.
2. Reassignment of PEHAB representative seats:
Please consider the following recommendations of PEHAB representation changes:
1) Representing Central County, At-large #1 is Mary Lou Laubscher. Ms. Laubscher is actively
involved with the Senior Neighborhood Action Teams of the Monument Community Partnership.
She would best represent "Seniors"on PEHAB. The Central County, At-large #1 seat would
be filled by new member, John Knowles.
�,2) Representing West County, At-large #1 is Bonita Woodson. Ms. Woodson is the executive director
3� _ � of the Health-Interfaith ''Partnership, a non;p'rofit organization that forges collaborations between
ryg faith-based and health care organizations'to increase access to health care. She wouldbest
represent the Consumer/Commu ity#2 on PEHAB, The West County, At-large #1 seat
would be filled by new member, Soh ryn Gr son.

3) Representing the Consumer/Community #2 ' Nick Rodriguez. Mr. Rodriguez is a longtime small
business owner and community represen ative for many local organizations. He would best

BACKGROUND:
The Public and Environmental Health Advisory Board (PEHAB) is a 19-member board appointed by the
Board of Supervisors in 1986 to advise the Health Services Department on community needs. This
community-oriented Board seeks diverse representation from throughout Contra Costa County and
includes community members in the following representative categories: older adults, children,
business/industry, environmental organizations, labor, and consumers. We also have professionals
representing local voluntary,agencies, the medical provider community, and immigrant populations.
These representatives provide broad community knowledge and a wealth of experience and expertise
in the health field.
PEHAB's mission is to identify community health needs and to make recommendations to the Health
Services Department on how to address these needs. In order to accomplish this, PEHAB strives to
anticipate emerging public health issues and advocates for policies, services, and programs that will
improve the community's health.
PEHAB recruits new members by sending out press releases to local media and notices to community-
based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB
members also recommend candidates. PEHAB is committed to diversity in its membership, and
Contra Costa residents from a broad range of community and health settings are encouraged to "
apply. Candidates are asked to submit a written application, and upon receipt of the application, an
interview is scheduled with a PEHAB member and staff to PEHAB. When interviews are completed,
interviewers recommend t&the Steering Committee the candidates whose background and skills are
the best match for vacant seats on the Board. Upon approval by the Steering Committee, these
candidates are contacted and invited to attend a Board meeting. PEHAB members then vote to
approve forwarding these candidates' names and information to the Board of Supervisors via the
Internal Operations Committee for appointment to PEHAB.
