SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Interim Employment and Human Services Director, or designee, to execute a contract with Center for Human Development in the amount of$100,000 for Promoting Safe and Stable Families Program (PSSF) services, for the period July 1, 2006 through June 30, 2007. (Budgeted: No County Costs; 100% State and Federal Promoting Safe and Stable Families Funds) (District 1) FINANCIAL IMPACT: $100,000: 100% State and Federal Promoting Safe and Stable Families CHILDREN'S IMPACT STATEMENT- This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." RACKGROUND, Promoting Safe and Stable Families Program (PSSF) is a federally-funded program that provides collaborative, community-based services to strengthen families and communities and help prevent child abuse and neglect. Designed to support families and prevent entry into the child welfare system, PSSF provides multilingual services to clients who demonstrate the liighest levels of poverty, unemployment, child abuse and neglect. The Center for Human Development was selected from RFP# 1085 (March 2006) to provide a wide array of services in the target community of North Richmond. With Rubicon, Inc. as its collaborative partner, CHD will provide services that include a year-round afterschool program, youth mentoring, and job training and development for at-risk youth.
