CONTRIBUTIONS OF MARY FORAN,
ASSOCIATE DIRECTOR OF HEALTH SERVICES,
UPON THE OCCASION OF HER .
RETIREMENT FROM COUNTY SERVICE
Whereas, Mary Foran will retire from her position as Associate Director of Contra Costa Health Services
effective July 31, 2006; and
Whereas, Mary Foran has had an outstanding and inspirational career with Contra Costa Health Services
for 20 years; and
Whereas, Ms. Foran has dedicated her career, to listening to community concerns and working to ensure
that health services are provided m a i'-nanner consistent with what the community wants and needs;
and
Whereas, Ms. Foran's efforts have-contributed sigrmrcantly sto itnptovtng,perinatal and prenatal services
and reducing infant mor6ihty,-through programs such as I Iealtlzy,Start,:the Perinatal Council and
the Officel,2for Service Integration; and
Whereas, Ms Foran has a track record for taking on very difficult and=cohr' oversrll-issues and prevailing
against all odds to achieve innovative and effective results;and
Whereas, M"s Foran has used vision, patience,problem-solving skills and knowledge and understanding of
how systems work to he-a role model who:_encourages and "supports new managers and other
employees; and ry...

NOW THEREFORE BE IT`RESOLVED that the Contra Costa County Board of Supervisors declares
July 18, 2006 to be "Mary Foran Day ti Contra Costa County";
AND BE IT FURTHER RESOLVED that the Board of Supervisors recognizes and thanks Mary Foran
for her outstanding and inspirational leadership for two decades on behalf of the residents of
Contra Costa and the emploees of Pntra Costa ealth Services. —

ADDENDUM TO ITEM PRA
July 18, 2006
On this day,the Board of Supervisors considered adopting Resolution No. 2006/420 recognizing
the contributions of Mary Foran, Associate Director of Health Services, upon the occasion of her
retirement from County service.
Dr. William Walker,Health Services Director, elaborated on the many contributions made by Ms.
Foran during her years of service to the County, and introduced Ms. Foran in order that she may
be presented with Resolution No. 2006/420 by the Supervisors.
Ms. Foran, in addition to her remarks thanking the Board for the Resolution, also suggested the
Board consider creating an annual reporting mechanism so that Health Services can report to the
Board on the progress that is being made in attempting to reduce the differences and disparities in
health care that impact the different communities within Contra Costa. She suggested that such a
dialogue could help to close those gaps in service.
Supervisor Gioia thanked Ms. Foran for her remarks, and further noted that the disparities that
exist in health care services often parallel the differences in the amounts of community violence.
Supervisor Glover thanked Ms. Foran for all her works, saying he is very proud of all the
programs she has worked for and initiated, and for all the risks she was willing to take to try to
better the communities in the County.
By a unanimous vote with none absent, the Board of Supervisors took the following action:
ADOPTED Resolution No. 2006/420 recognizing the contributions of Mary Foran, Associate
Director of Health Services, upon the occasion of her retirement from County service,and
declaring July 18, 2006 to be"Mary Foran Day in Contra Costa County"; and REFERRED to
the Family and Human Services Committee a review of possibly creating an annual reporting
mechanism whereby the Health Services Department can report to the Board on attempts made to
reduce disparities in health services provided throughout the County.
