RECOMMENDATION:
ACCEPT report from County Administrator regarding the County's 2005 Affirmative Action Annual
Progress Report
BACKGROUND:
The County is committed to continuous progress in our Affirmative Action Program. Our Affirmative
Action Officer prepares an Affirmative Action Annual Progress Report that provides a current
snapshot of the County's Affirmative Action efforts, as well as documentation of longer term
progress. The Affirmative Action Annual Progress Report reviews the County's workforce statistics
and the individual departments' workforce from 1975 to 2005.
There were 8,246 employees in permanent full-time, permanent part-time, and project exempt
positions in 2005. Temporary employees and independent contractors are not included in this report.
The County workforce is: 2000 December 31, 2005

In summary, the overall workforce for race/ethnic groups and females meets or exceeds the County's
labor force representation for all groups except Hispanic or Latino which is one percent lower than
the Labor Force.
Departments continue to move toward a representative workforce for all groups. The Health Services
Department (which constitutes a total of 2,820 or 34% employees in the County workforce) has a
representative workforce for all groups.
The Community Services Department (275 or 3% of all County employees), Department of Child
Support Services (164 or 2% of all County employees), and the Employment and Human Services
Department (1,341 or 16% of all County Employees) have representative workforces for all except
one reported group. These departments three employ 1,780 or 22% of the employees in the County.
The Health Services Department when combined with the Community Services Department,
Department of Child Support Services, and Employment and Human Services Department, make up
4,600 or 56% of the County's workforce that either have a completely representative workforce or a
workforce which is representative as to all but a single reported group.
These accomplishments are due to the efforts of Department Heads and their staff who continue to
select qualified candidates for new or vacant positions in their departments.

SUBJECT: 2005 AFFIRMATIVE ACTION ANNUAL PROGRESS REPORT
Enclosed is Contra Cost County's 2005 Affirmative Action Annual Progress Report.
This Annual report presents the County's overall employment progress. The County
evaluates its Affirmative Action progress on a regular basis to allow for changing
priorities, identify areas on which to concentrate efforts, and review the County's
accomplishments in Affirmative Action.
Contra Costa County's accomplishments are the result of the leadership of the Board of
Supervisors and the commitment of the County Administrator, Department Heads,
managers, supervisors, employees, unions, and community groups and organizations.
The Affirmative Action Program goal is to have the County workforce reflect the
diversity of the County labor force.
