WORKERS' COMPENSATION REFORM PROJECT
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
It is recommended that your Board approve participation of Contra Costa County
in the CSAC Workers' Compensation Reform Project, authorize the expenditure of
$15,000 from the Workers' Compensation Trust Fund as the counties contribution
to support the two year project, and designate the Personnel Director as the
contact person for the project.
BACKGROUND
The County Supervisor's Association of California Executive Committee authorized
the creation of a two-year Workers' Compensation Reform Project to be funded
from County Workers' Compensation Reserve Funds on a voluntary basis. A minimum
of 20 counties producing a minimum of $185,000 is required before any expen-
diture of membership fees will be made.
The overall goal of the project is to seek legislative changes that will restore
equity to the California Workers' Compensation system. This is to be
accomplished by developing a statewide workers' compensation data base, a
public education program, a two-year legislative program, and from participation
in Private Sector Reform Projects.
An additional beneift from this project will be an examination of other benefit
programs, such as retirement and disability insurance, that are impacted by the
workers' compensation system.
This statewide approach was recommended by the CSAC Workers' Compensation Task
Force, which concluded after a two-year study that reforms cannot be made in the
current law without a major statewide campaign.
