RECOMMENDED ACTION: ACCEPT notification from the National Association of Housing and Redevelopment Officials that the Housing Authority's De Anza Gardens Project was named as one of just 21 programs nationally that will receive an Award of Excellence. 11. FINANCIAL IMPACT: None. Ill. REASONS FOR RECOMMENDATION/BACKGROUND Like nearly all agencies, the Contra Costa Housing Authority faces sharply declining resources to maintain, modernize, and build affordable apartments to keep pace with a growing population in perhaps the country's tightest high housing cost market. We look for ways to better meet our charge of creating high quality affordable housing for low-income families, seniors and disabled people. It is our belief that public housing does not receive adequate financial support from HUD and projections indicate that this is not about to change. A sixty year-old public housing site that became De Anza Gardens apartments was ranked highest for redevelopment. From this site a fifteen-minute walk to the local rapid transit station gives easy access to the wide selection of urban bay-area employment, education, recreation, and cultural resources. Next door is a hiking trail and recreation center. Schools and daily shopping resources are close too. Since this site had been part of our inventory, we had historic information on many property aspects that would be difficult to discover on a newly purchased site. For this first project, we received strong support from the local community advisory boards and commissions as well as from the immediate neighborhood. They all encouraged transformation of a deteriorating public housing development to affordable mixed-income new apartments as soon as it could be done.
