DETERMINE that work performed by the City of Lafayette Redevelopment Agency (LRDA) contractor to construct the new Veterans Memorial Building in Lafayette has been completed in accordance with project plans and specifications. 2. AUTHORIZE the County Administrator to provide written notice to the LRDA that the County has approved the project. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): Pursuant to the Memorandum of Understanding (MOL) between the County, City of Lafayette, City of Walnut Creek and the veterans groups to construct a new Veterans Memorial Building,the County must provide written notice of its approval upon completion of the project by the LRDA contractor before the LRDA can accept the project and adopt its Notice of Completion. A final joint inspection was conducted on September 21, 2005 and the County Administrator was advised by the General Services Department that the project is complete. This action is the first in a series of steps that will lead to the completion of all requirements of the MOU. Next will be the sale and purchase of both the Walnut Creek and Lafayette Veterans Buildings to the Walnut Creek and Lafayette Redevelopment Agencies respectively, and the simultaneous transfer of title to the new Lafayette Veterans Building to the County, upon the new building's title issues being resolved. Once all other actions are completed, the County will then enter into a lease agreement with the veterans to operate the new facility,with a currently projected start date of November 1,2005. It is anticipated that separate actions for consideration by the Board of Supervisors will be forthcoming no earlier than the month of October in order to complete all requirements of the MOU between the parties.
