Costa DATE: September 20, 2005 dP � County co SUBJECT: Reconstruction to the Alamo Beautification, Steering Committee for, Zone 36 SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. AGREE to reconstitute the Alamo Beautification, Steering Committee for,Zone 36. 2. SPECIFY the functions for this committee to advise the Board of Supervisors on community priorities for lighting and landscaping improvements. The purpose of this committee is to maintain landscaping and lighting in Alamo. 3. SPECIFY that all members must be Alamo residents as defined by Contra Costa County's recognized geographic boundaries of Alamo. 4. SPECIFY that the terms for Appointee seats 1, 3, and 5 will expire every 2 years ending March 3 of each cycle. SPECIFY that the tern s for Appointee seats 2, 4, and the Alternate will expire once a year ending March 3 of each cycle. 5. NARROW and CLARIFY the existing seats for the committee from 7 At-Large memberships to 5 Appointee memberships and 1 Alternate. All seats are to be nominated by the District Supervisor. 6. DEMOLISH the 2 existing seats - Alamo Parks and Recreation Committee CSA R-7A, and Alamo Improvement Association. 7. SPECIFY that the alternates are only effective(i.e.,may vote)in the absence of another member. 8. SPECIFY the mandatory attendance,and that absences,which includes three or more absences,are cause for removal from the committee. 9. DIRECT that the Alamo Beautification, Steering Committee for, Zone 36 meet quarterly, or as needed. 10. DIRECT that the role of chair for the Alamo Beautification, Steering Committee for, Zone 36 should be rotated annually and that the practice of co-chairs is not acceptable. 11. ACKNOWLEDGE that Open Meeting (Brown) Act requirements, the Contra Costa Counties Better Government Ordinance,and Board policies on recruitment for vacant seats on Board advisory bodies apply to the Alamo Beautification, Steering Committee for,Zone 36. ACKNOWLEDGE that all appointees serve at the discretion of the Board of Supervisors at the recommendation of the nominating Supervisor. 13. REQUEST the Alamo Beautification, Steering Committee for, Zone 36 to provide a status report to the district supervisor's office quarterly, covering their activities since their last report submitted to the Supervisors office. BACKGROUND/REASONS FOR RECOMMENDATIONS Upon entering office,, I have had the opportunity to witness how county advisory bodies operate within my district and have been able to see strengths and weaknesses in how county advisory bodies operate. It is important that we stress that county advisory bodies serve in an advisory capacity to the Board of Supervisors and that their memberships serve at the.will of the County Supervisor. With regard to District IH, on August 2, 2005, 1 notified members of the Zone 36 Advisory Committee that my office was terminating the current appointments to the board and encouraged all members to re-apply in an effort to increase community participation. On August 16, 2005, the Board of Supervisors voted unanimously by a vote of 5-0 to terminate their appointments. In an effort to achieve the most equitable outcome for the residents of Alamo, I have restructured Zone 36 to provide a structure that has been lacking. With this new structure in place, this board will be able to function more effectively for the residents it serves.
