SUBJECT: APPOINTMENTS TO THE WORKFORCE DEVELOPMENT BOARD

RECOMMENDATION:
RE-APPOINT the following individuals (addresses on file) to the Workforce Development
Board to a term ending June 30, 2007:

BACKGROUND:
The Workforce Development Board (WDB) was created pursuant to the federal Workforce
Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment
Board and its predecessor, the Contra Costa County Private Industry Council, by June 30,
2000. The WDB has responsibility for overall workforce investment policy, a workforce
development plan, and oversight of the One-Stop Career Center system. Under the

Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is
designated as the appointing authority for membership on the WDB. The WDB has 37 seats
and 35 members (two members serve in adual-capacity). The Internal Operations
Committee (IOC) screens all WDB nominations.
The Workforce Development Act requires that the Workforce Development Board
membership include a representative from each one-stop mandated partner. One-stop
mandated partners receive federal Community Service Block Grand funding and provide
core one-stop workforce development services.
The Internal Operations Committee, at its September 19, 2005 meeting approved the
nominations of the WDB Executive Director, and now proffers its recommendations to the
Board of Supervisors.

Subject: Re-Appointments to Workforce Development Board
This memorandum requests that those Workforce Development Board (Board) members listed below be
re-appointed for an additional term to the Board by the County Board of Supervisors.
Article III J of the Workforce Development Board's bylaws states that one-half of the Board's members
shall serve for a term of up to three successive two-year terms., except for Board members who
represent One-Stop Mandated Partners, who do not have term limits.
Ten Board members are seeking re-appointment as indicated below.
The following Board members have agreed to be re-appointed to the Workforce Development Board:
