SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment Resolution No. 19921 to ESTABLISH a Background Investigator Series with two class levels: Background Investigator 1 and Background Investigator Il. ALLOCATE the salary of Background Investigator I to VN5-1553 ($4,779-5,809) and ALLOCATE the salary of Background Investigator II to VN5-1651 ($5,266-6,401) ADD one (1) Background Investigator II position RECLASSIFY one Sheriff's Specialist to Background Investigator II ANNUAL & FISCAL IMPACT There are no net County costs associated with these actions. According to the Office of the Sheriff, the total annual cost of the position addition will be $23,456 for FY 2005/06 and within the Sheriffs budget. BACKGROUND: Historically, the Sheriff's Office has utilized sworn personnel to perform background investigative duties. However, in 1991, due to budgetary constraints, the Sheriffs Office downsized the Backgrounds Unit and eliminated the usage of full-time permanent sworn personnel. Currently, the Background Units is staffed with part-time personnel and/or retired sworn personnel. The establishment of the Backgrounds Investigator Series will allow the Sheriff's Office to begin replacing per-diem personnel with permanent full-time non-sworn personnel. Positions in these classes will perform a variety of tasks involved with conducting and compiling personal and professional background investigations for non-sworn employees, public safety candidates and personal references; prepare reports on findings; make recommendations as to background findings; conducting polygraph and computer voice stress analysis and make recommendations as to findings. The journey-level in this class series will be responsible for performing complex work independently and providing technical guidance to entry-level backgrounds investigators. Incumbents of this class will report to a Captain. CONSEQUENCE OF NEGATIVE ACTION: The establishment of the Backgrounds Investigator Series is critical to lower costs associated with background investigation activities.
