RECOMMENDATION(S):
Approve the attached as the Conflict of Interest Code for the CCC Resource Conservation District.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The CCC Resource Conservation District has adopted its conflict of interest code and submitted the
code to the Board for approval pursuant to Government Code sections 87303.

Resolution
Adopting Conflict of Interest Code
WHEREAS,the Political Reform Act, Government Code Section 81000 et seq.,requires
state and local government agencies to adopt and promulgate conflict of interest codes;
and
WHEREAS,the Fair Political Practices Commission(FPPC)has adopted a regulation(2
California Code of Regulations, section 18730)which contains the terms of a standard
conflict of interest code which can be incorporated by reference in an agency's code, and
which may be amended by the Fair Political Practices Commission to conform to
amendments in the Political Reform Act following public notice and hearings-,
NOW, THEREFORE BE IT RESOLVED,that the Contra Costa County Resource
Conservation District(District)hereby incorporates by reference the terms of 2 California
Code of Regulations, section 18730 and any amendments to it duly adopted by the FPPC.
This regulation along with the attached Appendix designating officials and employees
and establishing disclosure categories, shall constitute the Conflict of Interest Code for
the District; and
BE IT ALSO RESOLVED that designated employees shall file statements of economic
interest with the District. The District shall make all statements available for public
inspection and reproduction pursuant to Government Code Section 81008; and
BE IT ALSO RESOLVED that the District submits this code to the Board of Supervisors,
County of Contra Costa, as the code reviewing body,for approval.

A.Designated Positions Disclosure Categories
District Manager 15 2,3,and 4
Watershed Coordinator 15 2,3,and 4
Watershed Resource Specialist 1,2,3,and 4
Resource Conservationist 1,2,3,and 4
Bookkeeper/Administrative Assistant 1 and 2
Paid Consultant 1
The District Manager may determine in writing that a particular consultant,although a"designated
position",is hired to perform a range of duties that is limited in scope and thus is not required to comply
fully with the disclosure requirements described in this Conflict of Interest Code. Such determination shall
include a description of the consultant's duties and,based upon that description,a statement of the extent of
disclosure requirements.
B. The following positions are not covered by the code because they must file under section 87200 and,
therefore,are listed for informational purposes only:

C.An individual holding one of the above listed positions may contact the Fair Political Practices
commission for assistance or written advice regarding their filing obligations if they believe their position
has been categorized incorrectly. The FPPC makes the final determination whether a position is covered by
Section 87200.

Contra Costa County Resource Conservation District—Conflict of Interest Code
1. All investments,business positions in,and income(including loans and gifts)from sources located
in or doing business within the District's boundary. Interest in real property located within the
District's boundary or any property owned or used by the District.
2. All investjnents,,business positions in,and income(including loans and gifts)sources of the type
that provide services,supplies,materials,or equipment of the type utilized by the District.
3. All investments,business positions in,and sources of income(including loans and gifts)from
business entities subject to the regulatory,permit,or licensing authority of the District,will be
subject to such authority within the next year,or which have been subj ect to such authority within
the past two years.
4. All business positions with,investments in,income from investments in,and other income
(including loans and gifts)from any entity or entities that receive or propose to receive financial or
technical assistance from the District.
