Past History The Neighborhood Preservation Program was established by the Community Development Department and the Building Inspection Department in the 1975-76 fiscal year. The program was created as a mechanism to promote volunteer code enforcement and to assist communities striving to eliminate the deterioration of neighborhoods. The Program offers 0% interest, 5-year deferred loans or 3% interest 15 year amortized loans to homeowners determined to below-income using the Department of Housing and Community Development's (HUD's) guidelines. HUD defines a low- income household as earning 80 percent or less than the median area income. The program started by providing $3,000 loans to low-income owners to address only minimum housing code requirements. Through the years, as the program evolved and building costs increased, the maximum loan amount has been adjusted to provide necessaryfunds to adequately serve the homeowners' repair needs. The maximum loan amounts were gradually increased from the $3,000 loans to $10,000, $20,000, and $25,000, Today the Department offers $40,000 loans designed to assist low-income homeowners throughout the urban county. The experience and success of the County Neighborhood Preservation Program has drawn interest from incorporated cities. Agreements and contracts have been established and approved by the Board of Supervisors between incorporated cities and the County Building Inspection Department to administer the Neighborhood Preservation Program for their city residents. The Neighborhood Preservation Program serves all incorporated cities with a population less than 50,000. Larger cities such as Concord, Pittsburg, Pleasant Hill and Richmond offer a home rehabilitation program to their city residents. The cities of Antioch and Walnut Creek, who had their own programs, have decided to contract with the County to administer their programs with County staff. Accomplishments The County's Neighborhood Preservation Program administers four (4) separate NPP Status 2004-05 2 August 16,2005 programs, These programs are: the City of Antioch, the City of Walnut Creek, the City of San Pablo and the unincorporated area of the county, including smaller incorporated cities. The Neighborhood Preservation Program has been contracting with the City of Antioch since 1987 to administer their home rehabilitation program within their city limits, This past fiscal year produced 9 loans for a total of $457,349. In fiscal year 2003-04 the Department began contracting with the City of Walnut Creek to administer their home rehabilitation program, In fiscal year 2004-05, six loans were executed on behalf of City of Walnut Creek for a total of $321,500. In May 2004, the County was approached by the City of San Pablo and requested the County's Neighborhood Preservation Program to expand and include the City's residents. The Building Inspection Department successfully negotiated a contract with the City of San Pablo to begin administering their Redevelopment and Community Development Block Grant (CDBG) programs. Nine City of San Pablo households were assisted at a total of$307,073 in CDBG funds and $51,658 in City of San Pablo Redevelopment Funds. The County's program for the smaller cities and the unincorporated county homeowners has had a very successful year and produced an additional 33 loans for a total expenditure of $1,000,728,. In summary for FY 2004-05, a total of 57 units were rehabilitated for low-income families for a total cost of $2,138,308 with an average cost of $37,514 per unit, Dilapidated homes in blighted neighborhoods continue to be the priority for upgrade. The typical repairs requested are new roofs, kitchen and bath repairs, disabled accessibility, electrical, plumbing and mechanical upgrades. The great success of the Neighborhood Preservation Program is credited to the excellent leadership of Michael Angelo Silva and Pat Corum and a competent staff including Maureen Flores, Kevin Moses, Aaron Scherbenske and Joyce McMullin.
