BARRY, AICP - Costa COMMUNITY DEVELOPMENT DIRECTOR County DATE: SEPTEMBER 13, 2005 SUBJECT: CONTRACT AMENDMENT WITH LSA ASSOCIATES, INCORPORATED, FOR PREPARATION OF AN INITIAL STUDY FOR THE WILLOW PASS BUSINESS PARK IN THE BAY POINT AREA (Contract 6475)(Amendment#4) *99 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute a contract amendment with LSA Associates, Incorporated (LSA) effective September 14, 2005 to increase the payment limit by $14,784 to a total payment limit of $73,284 to allow for additional service to provide the preparation of an Initial Study for the Willow Pass Business Park in the Bay Point area. FISCAL IMPACT None. The cost is covered by revenue received from fees paid by the project applicant. BACKGROUND / REASONS FOR RECOMMENDATIONS The department has an existing contract with LSA. This amendment will allow LSA to provide continuing and additional services. The proposed project includes General Plan Amendment, rezoning, major subdivision and preliminary development plan applications, that if approved will allow for the development of a 357,000 square foot industrial/business park. The project is subject to the requirements of the California Environmental Quality Act and an Initial Study is required as the first step in the environmental review process.
