SUBJECT: Contract for Rangemaster/Armorer/Firearms Instructor
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract amendment with
John Montagh effective August 1, 2005, to increase the payment limit by $8,640 to a new
payment limit of $71,040, with no change in term, to continue firearms training/instruction
at the Marsh Creek Detention Facility.
II. FINANCIAL IMPACT:
Funding for this position in included in the Office of the Sheriff's budget.
III. BACKGROUND:
The Office of the Sheriff contracts with police agencies and with Martinez Adult School
for the use of the Sheriff's Range. These contracts depend on an on-site coordinator for
the realization of their goals. The safety of persons and property is the responsibility of
the Rangemaster. Office of the Sheriff safety personnel must train and qualify with firearms
on asemi-annual basis. Each year, the Training Center schedules over 150,000 hours of
firearms training. This training occurs at the Sheriffs Range using multiple shooting ranges.
When firearms are being used simultaneously on more than one range, the services of the
Rangemaster are critical. Mr. Montagh has been a firearms instructor for the Office of the
Sheriff for more than fourteen years, is a certified armorer, and has served as Rangemaster
for over seven years.
