SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on
behalf of the Workforce Development Board of Contra Costa County to APPLY FOR and
ACCEPT grant funding through the US Department of Labor for job training,job upgrade
training, and outreach to youth and non-traditional workers to enter manufacturing and the
petrochemical industry for up to $3,000,000 for the period July 1, 2005 through June 30, 2007.

SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board of Contra Costa County to APPLY FOR and ACCEPT grant funding through
the US Department of Labor for job training,job upgrade training, and outreach to youth and non-traditional
workers to enter manufacturing and the petrochemical industry for up to $3,000,000 for the period July 1, 2005
through June 30, 2007. (#29-218-0)
FINANCIAL IMPACI:
County will receive up to $3,000,000 in Federal funding.
CHILDREN9S IMPACT STATEMENT_
Services under this contract indirectly support the third community outcome established in the Children's
Report Card: "Families that are Economically Self-Sufficient".

Los Medanos College will serve as lead agent in applying for US Department of Labor grant funding to train
workers for employment in the manufacturing and petrochemical industries in Contra Costa County and the Los
Angeles basin. The Workforce Development Board of Contra Costa(V;IDB) is a partner in the effort to obtain
these grant funds. The WDB will utilize funds received through this grant to provide job training, skills upgrade
training, and perform outreach to youth and non-traditional workers to enter the manufacturing and
petrochemical industries. The petrochemical industry in the County anticipates a shortage of qualified workers
as its current workforce retires. The manufacturing industry claims it has difficulty finding qualified workers.
This grant, if approved,will assist filling these industry workforce needs,bringing high-paying jobs to County
residents. Additionally these funds will enable Los Medanos and Contra Costa Colleges to develop specific
training to meet industry needs.
