ACCEPT monthly update on the operations of the Community Services Department.
FISCAL IMPACT:
No impact from this update.
BACKGROUND:
Attached is the sixth monthly report on the operations of the Community Services Department. This
report includes updates on fiscal, personnel, enrollment, licensing, the Policy Council and other
program issues.
To enhance oversight of the Community Services Department the County Administrator is conducting
monthly meetings with the department to receive updates on program issues and to pian and/or
authorize actions that may be needed. To ensure they remain updated regarding the status of the
program, the Board of Supervisors directed the County Administrator, or his designee, to provide
them with a monthly status report.

I am submitting the following report to ensure ongoing communication with the
County Administrator regarding all issues pertaining to the Head Start program and
the Community Services Department.
A. Fiscal Report
1. The department submitted its semi-annual 2005 Financial Status Report
(FSR-269) for the period Janu 2 OS through June 2005 to the
Administration for Children and amilies (ACF) for Head Start and Early
Head Start programs on July 31, 2005.
2. In accordance with the ACF's Program Instruction, dated June 13, 2005,the
department submitted the Dental Initiative Grant application amounting to
$75,000 on July 25, 2005.
3. The department submitted its 4t' quarter Fiscal and Attendance Reports to the
State's Child Development Department on July 20, 2005.
B. Personnel Report
1. Two Assistant Directors were recently hired; Reni Radeva and Pam Finley-
Ouiroz. Reni will work in East County and will oversee all the Central and
East County sites. Pam will work in West County and will be responsible for
sites in that area.
C. Policy Council
1. On August 17,the Head Start Policy Council approved the 2005-2006
Planning Calendar,the 2006 Continuation Grant, the 2005-2006 CSD
Policies &Procedures, and the 2005-2006 Policy Council by-laws.
2. August's meeting was the last regular meeting of the 2004-2005 Policy
Council. New parent representatives will be elected by each CSD site and
partner site in September to serve as the 2005-2006 Policy Council. The
outgoing membership did a superb job this year of serving the needs of

D. Enrollment/Recruitment
1. The Comprehensive Services Team has been one of the most successful
realignments of services to families the department has ever undertaken.
With fewer, but more highly qualified staff, our enrollment is 25%higher this
year than last and has 50%higher enrollment of Head Start part-day children.
E. Licensing Issues
1. The Department is currently investigating the circumstances related to two
separate incidents at Head Start Sites that have been reported to the State
Community Care Licensing. One of the incidents was reported by the
Department after being directed to do so by Community Care Licensing.
Since our initial investigation had concluded, it was not a reportable incident.
We've appealed Licensing's finding that this was a deficiency, and we will
be meeting with them on August 26. In the meantime, CSD is taking steps to
enhance security and safety at all sites, and insuring that staff are held
accountable for supervision of children at all times. The other incident
occurred when a teacher failed to stop a child from entering the building from
the playground unattended.
F. Program Issues
1. Over the August 13-14 weekend, our site at Las Deltas experienced
vandalism at the playground and the exterior wall. The teachers cleaned up
most of the damage, and General Services repaired a gate and helped with
power washing. CSD is working with General Services to install better
security measures, including protected locks, protected outdoor lights, and
security cameras, etc.
G. Economic Opportunity Council
1. On August 11, I attended a meeting of the Economic Opportunity Council
Executive Committee [EOC]. The EOC is eager to work with us in
developing a more strategic focus for their work and for how we invest
Community Services Block Grant [CSBG] funds. They are also interested in
maintaining strong lines of communication with the Board of Supervisors. A.
recruitment plan was developed to fill the remaining vacancies on the EOC
and a planning retreat is being scheduled for Saturday, October 8. I have also
received expressions of support from the members of the Board of
Supervisors for helping to recruit nominees from their districts.

H. Special Pro cts/Activities
1. CSD formally assesses children three times a year using the DRDP+
program. This is a 60-measure instrument that assesses progress on
developmental milestones. The following is an update of the outcome for the
recent program year(see attached for additional information):
• CSD children made significant progress on all measures during the
2004-2005 program year.
• The assessment identified opportunities to strengthen the program in
the areas of pre-literacy and pre-numeracy.
• Our children demonstrated the highest levels of mastery in the areas
of personal and social competence, as well as health and safety.
2. On August 10, 2005 a State Medi-Cal recertification review of our Head Start
Rehabilitation Clinic found that the clinic was in total compliance with all
state and federal requirements. This Clinic was first certified in 2000 and
since that time hasprovided play therapy and counseling services to over 750
children.
3. The California Department of Education conducted a compliance monitoring
review in May, 2004 and sent the department a letter on August 3, 2005 that
the department is in full compliance,but included the following
recommendations:
• Submit a comprehensive certification procedural manual for intake
staff by September 3, 2005 to the Department of Education.
• Consider the adoption of a centralized eligibility procedure and/or
identify a cohort of staff members specifically responsible for the
certification and recertification process.
• Enhancequality control methods to ensure a lower error rate by
utilizing compliance officers within the agency.
• Review all existing basic family data files to ensure completeness
and accuracy.

Child Outcome Assessment Report

Executive Summary
The Child Outcome Assessment Report contains data derived from the three DRDP+
assessments for the program year that commenced on July 1, 2004. The report contains
aggregated data. These aggregations are based on the individual assessments done on
children within 60 days of enrollment in the program year followed by a second
assessment done within 150 days after enrollment, and a third assessment done at 260
days after enrollment.
Based on the sample of over 2,117 children the following graph (Figure 1) illustrates the
average aggregated level of accomplishment of the CSD children on the measures
included in the DRDP+. The data reveal that the measures with the greatest
opportunities for improvement are:

These measures of the DRDP+ are the most advanced measures from a developmental
perspective. The data also reveal statistically significant changes in the mean scores
between the three assessment periods. The two-tailed P value is < 0.0001, considered
extremely significant.

The figure below illustrates the achievement level of CSD children by DRDP+ Category.
The data suggest that the lowest scores throughout the program are in the areas of
science and art, and letter and number recognition, domains related to effective learning,
with the highest scores in the domains of personal and social competence, physical and
motor competence, and health and safety. It is significant to note that the mean score in
Effective Learning has increased from 2.29 in the fall, just above the emerging level, to
3.25, just above the almost mastered level in the spring. It should be noted that the child
development literature states overwhelmingly, that effective learning cannot take place
without a firm grounding in social and personal competence. (Children's Emotional

The Community Services Department is pleased that the children in the Head
Start and Child Development programs have made such significant progress
during the Program Year ending July 1, 2005 and will be using the results of the
assessments to make program changes that will focus on those areas with the
greatest opportunities to realize improvement, while reinforcing those areas
where the program has traditionally been storng.
