RECOMMENDATION
AUTHORIZE the Auditor-Controller to issue a warrant in the amount of $57,000 to the
Ambrose Recreation and Park District from the Park Dedication Trust Fund account listed
below to finance the renovation of the irrigation system at Anuta Park in Bay Point.

BACKGROUND /REASONS FOR RECOMMENDATIONS
The Ambrose Recreation and Park District (Ambrose) requests park dedication funds to
finance the renovation of the irrigation system at Anuta Park located at 2485 Willow Pass
Road in Bay Point. It is the policy of the County to utilize park dedication funds to meet
local park needs. Staff has determined that this action is consistent with that policy and is
consistent with Ambrose's Park Master Plan.
Proposal: Anuta Park is designed as a community park and consists of an open play field,
a play structure and a picnic area. According to Ambrose, and a site visit confirmed, the
current irrigation system is inadequate, resulting in large areas of the grass not being
properly irrigated. During the spring and summer months, the park's lawn area has large
brown areas or areas where grass does not grow at all. Ambrose argues the grass area"is
unappealing to local residents and distracts from the quality of outdoor recreation
experience that the residents may experience." Consequently, Ambrose proposes to
renovate the existing irrigation system to address the above issue. The estimated cost of
the project is $57,000 including a 10 percent contingency.
It is expected that the proposed project will be completed by November 2005. There are
sufficient funds in the appropriate Park Dedication Trust account to approve this request.
Planning Commission Action: In March 2003, the East County Regional Planning
Commission approved applications for 69 single-family residences and 51 multi-family
residences located on property fronting on Willow Pass Road across the street from Anuta
Park. The Planning Commission stated that they would like to see the Park Dedication
funds generated from these two developments be used for improvements at Anuta Park
including the installation of restrooms and lighting. Park Dedication funds from the above
developments have generated approximately $163,000.
Ambrose's General Manager states his Board's priority is getting the irrigation system
working properly before contemplating installing lights and a restroom at the park. He
argues that the cost of installing lights and a restroom will be substantial and require
additional revenue sources above and beyond the Park Dedication funds. The restroom
project has its own set of challenges including maintenance and the installation of the
required sanitary sewer and water lines (the park's irrigation system operates on well
water).
