Costa COMMUNITY DEVELOPMENT DIRECTOR County DATE: August 2, 2005 SUBJECT: East Contra Costa Bay Area Rapid Transit Extension eBART) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS REFER Notice of Intent to prepare an Environmental Impact Statement for a proposed BART Extension into eastern Contra Costa County (eBART) to the Transportation Water and Infrastructure (TWI) Committee as recommended by the Community Development Director. FISCAL IMPACT None to the General Fund. Review and participation in Bay Area Rapid Transit District's (BART's) proposal for an extension of service into eastern Contra Costa County is included in the Department's budget. BACKGROUND/REASONS FOR RECOMMENDATIONS On January 25, 2005 the Board of Supervisors appointed Supervisors Piepho and Glover to represent the Board on the eBART Partnership Policy Advisory Committee, which advises BART on the eBART project. On February 8th, the Board of Supervisors referred a Memorandum of Understanding (MOU)among the participants in the eBART project to the TWI Committee. This MOU describes the responsibilities of each participant in the preparation of Ridership Development Plans for the area surrounding each eBART station. On July 12th, the Board of Supervisors approved the MOU as recommended by the TWI Committee. BART has now initiated environmental review on the eBART project by publishing a Notice of Intent to prepare a joint Environmental Impact Statement/Environ mental Impact Report pursuant to the National Environmental Policy Act and the California Environmental Quality Act for the eBART project (See Exhibit A). Public meetings have been held in July to receive comment on the scope of alternatives and environmental impacts to be studied.The deadline to provide written comments to BART is August 19, 2005. Initiation of environmental review for eBART project is a significant step. To ensure that the Board is satisfied that the scope of alternatives and environmental issues that will be studied is adequate, the Department recommends that the TWI Committee report to the Board of Supervisors on the County's response to BART's Notice of Intent. The TWI Committee can meet on this matter on August 8 th and report to the Board at its Au qu-st 16 th meeting.
