BACKGROUND:
The Loan and Grant Review Panel was established in 1977 to evaluate and approve
housing rehabilitation grants and loans upon recommendation of the Building Inspection
Department. The Panel is made up of five members, at least three of which should be
knowledgeable about housing and financing. The Internal Operations Committee reviews
nominations to all seats on the Panel. All seats are currently vacant.
The Internal Operations Committee, at its August 1, 2005 meeting, reviewed and approved
the nominations and now proffers these recommendations to the Board of Supervisors.
Supervisor DeSaulnier was absent from the August 1 meeting.

SUBJECT: Nominations for Appointment to the Community Development Rehabilitation
Loan Review Panel
This memorandum is to nominate William P. Jennings and Jeanene Ferguson, to be
reappointed to the Community Development Rehabilitation Loan Review Panel for a
period of two years beginning January 1, 2004. Their term will expire December 31, 2005.
Both Mr. Jennings and Ms. Ferguson have continued to serve even though their term has
expired. Their commitment to the Neighborhood Preservation Program and the loan
applicants is greatly appreciated.
Jim Paucar and Cletia Hart are new applicants to the panel. Recent outreach by the
Neighborhood Preservation Program inspired them to apply for the panel. I interviewed
them and appreciate their interest in assisting our program.
All nominees have given their verbal commitment for appointment. William P. Jennings,
Jim Paucar and Cletia Hart meet the finance and housing representative eligibility criteria
of the Loan Review Panel. I am attaching a copy of their applications for your review.
Jeanene Ferguson meets the citizen representative eligibility criteria of the Loan Review
Panel. I am attaching a copy of her application for your review.
The Neighborhood Preservation Program staff and the Loan Review Panel have a good
working relationship and we see no reason why these appointments should not be made.
