Box 805 Lafayette, CA 94549 BACKGROUND: The Workforce Development Board (WDB)was created pursuant to the federal Workforce Investment Act of 1998 to replace the Contra Costa County Interim Workforce Investment Board and itspredecessor, the Contra Costa County Private Industry Council, by June 30, 2000. The WDB has responsibility for overall workforce investment policy, a workforce development plan, and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 37 seats and 35 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The Workforce Development Act requires that the Workforce Development Board membership include a representative from each one-stop mandated partner. One-stop mandated partners receive federal Community Service Block Grand funding and provide core one-stop workforce development services. The Internal Operations Committee at its August 1, 2005 meeting approved the nominations of the WDB Executive Director, and now proffers its recommendations to the Board of Supervisors. Supervisor DeSaulnimer was not present at the August 1 meeting. The Executive Committee of the Board approved these re-appointments at its July 13, 2005 meeting. Article III J of the Workforce Development Board's bylaws states that one-half of the Board's members shall serve for a term of up to three successive two-year terms, except for Board members who represent One-Stop Mandated Partners, who do not have term limits. Ten Board members are seeking re-appointment as indicated below. I have known Scott for over three years and have witnessed his enthusiasm in participating in the East Bay Homeless Veteran Stand Down ("EBSUR) events during 2002 and 2004 as an employee of SBC. Scott brought SSUrs external of organization 'to the table' as a monatary sponsor to help defer expenses incurred during this event. Scott volunteered his time during the EBSD and helped raise awareness of his company's contribution within SBC. Additionally, while at SE3C, Scott was a guest speaker during a National Contract Management Associabon meeting to discuss outreach activities centering on Veteran business,'Issues. 4 Scott received the Veteran Advocate of the Year award from the SBA/San Francisco District in 2003 for his mentoring and advocacy of veteran and disabled veteran businesses while at SBC.
