SUBJECT: APPROVE SALARY ADJUSTMENTS FOR SPECIFIC JOB CLASSIFICATION
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE new salary schedule as shown on the attached sheet titled "Proposed Personnel
Action"for the following classification effective October 1, 2005:
Executive Director Exempt
II. FINANCIAL IMPACT:
The costs of implementing the recommended action is estimated at $11,500 annually. The funds
for the new salary schedule will come from existing and future operating budgets. There is no
cost to the County General Fund.
III. REASONS FOR RECOMMENDATION/BACKGROUND
As per the Board approved Personnel Policies and Procedures Section 02.01 (12/18/01), approval
is requested to make appropriate comparability adjustments for the exempt Executive Director
classification. No additional staffing levels are being requested. Comparability information has
been derived from eight comparable Housing Authorities and from a salary survey conducted by
the County's Human Resources department. Attached is a sheet titled "Proposed Personnel
Action" that identifies the salary schedule adjustment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve this action, the Housing Authority would
be unable to compete successfully in the recruitment for this position.

On this day the Housing Authority considered approving a new Salary Schedule for the class of
Executive Director of the Housing Authority of the County of Contra Costa, as recommended by
the Executive Director.
The public was invited to address the Housing Authority, and the following person provided
comment:
Sandra Hamame, Public Employees Union Local 1 Representative:
Stating awareness of the difficult budget proposal this year and that the proposed salary
for the Housing Authority's Executive Director was a"hard pill to swallow."
Supervisor Gioia asked Diana Tenes, the Housing Authority Representative if this item was
supported by the Housing Authority Board, and Ms. Tenes replied yes, it was unanimously
supported.
Mr. Sweeten, County Administrator, directed the Housing Authority's attention to Lori Gentiles,
Director of Human Resources, Contra Costa County,who offered the following comparable
salaries for the same positions at these other agencies:
Sonoma County: $111488
Marin County: $11,251
Alameda County: $10,650
Contra Costa County: $ 9,576
Supervisor DeSaulnier requested the survey for himself, for background information.
Supervisor Glover said it is important during the recruitment process that Contra Costa County
be competitive to get the best qualified person to come forward and fill this very important
position and said he would, therefore,move staff s recommendation.
Supervisor Gioia agreed with the philosophy put forward by Local 1 that the County ask
employees during negotiations not to take salary increases,but noted the need to make an
exception in this case so that the best person can be hired, an action that could eventually provide
the County with cost savings.
By unanimous approval, the Housing Authority approved the salary adjustment for specific job
classification for the class of Executive Director.

SUBJECT: APPROVE INCREASE IN PERMANENT FINANCING LOAN FROM CALIFORNIA
COMMUNITY REINVESTMENT CORPORATION TO DEANZA GARDENS, L.P.
FROM $8.6 MILLION TO $10.5 MILLION FOR THE DEANZA GARDENS APARTMENT
PROJECT IN BAY POINT, CA AND AUTHORIZE THE EXECUTIVE DIRECTOR OR HIS
DESIGNEE TO EXECUTE ALL DOCUMENTS NEEDED TO COMPLETE THIS ACTION.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE an increase up to $10.5 million from $8.6 million of the previously approved permanent
financing from California Community Reinvestment Corporation (CCRC) to DeAnza Gardens, L.P
(DeAnza L.P.) developer of the 180 affordable apartments in Bay Point, and, AUTHORIZE the Executive
Director or his designee to sign all required documents for the loan on behalf of the Authority as co-
general partner of DeAnza L.P.
II. FINANCIAL IMPACT:
None. This loan is made from funds from CCRC to DeAnza L.P. as a part of the financing and
equity arrangements for the project. Payments are derived from rental income. The loan will be secured
by an existing Deed of Trust against the site leased by the Authority to DeAnza, L.P.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On June 17, 2003 the Board authorized action to create the DeAnza Gardens apartments
including arrangement for a permanent loan of approximately $8.6 million from CCRC. Increased project
costs arose due to delays, which resulted in reduced equity participation from tax credit partners and the
consequent need to increase the CCRC loan to a maximum of$10.5 million. This loan will be used to
repay part of the $29.5 million construction loan from Bank of America, N. A.,("B of A"). The costs of the
increased loan are partially offset by a reduction in interest to be charged by CCRC.
The Housing Authority is the Co-General Partner with DeAnza Housing Corporation, a California
non-profit public benefit corporation (the Corporation) in the limited partnership known as DeAnza
Gardens, L. P., a California limited partnership (the "Partnership"), with BCP/DeAnza Gardens, LLC, a
Delaware limited liability company, and BCCC, Inc., a Massachusetts corporation, as the limited partners.

The Partnership and the Authority, as fee owner, have entered into a long-term ground lease of
the parcel of land located at Medanos Avenue at Alves Lane in Bay Point, California formerly used for the
now defunct Los Medanos Public Housing development. The Partnership has developed one hundred
eighty (180) units of multi-family affordable housing on the site.
To develop the site and construct the apartments, the Partnership borrowed approximately
$29,500,000 from B of A in the form of a construction loan. With the construction completed, it is in the
best interest of the Partnership to repay this entire loan. Part of the B of A Construction Loan will be
repaid from proceeds of a loan from California Community Reinvestment Corporation, a California non-
profit public benefit corporation, (CCRC) and the remaining balance will be paid from the pending receipt
of equity from BCCC.
It is requested that the Board of Commissioners direct the Authority, as Co-General partner of the
Partnership, to enter into all documents necessary to partially repay the B of A Construction Loan, with
proceeds of the increased CCRC loan.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the increased loan, permanent financing
for the DeAnza Gardens apartment project cannot be completed resulting in excess costs to continue
interest payments on the Bank of America construction loan.
