HomeMy WebLinkAboutMINUTES - 08162005 - HA.2 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA TO: BOARD OF COMMISSIONERS FROM: Robert McEwan, Executive Director DATE: August 16, 2005 SUBJECT: APPROVE SALARY ADJUSTMENTS FOR SPECIFIC JOB CLASSIFICATION SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: APPROVE new salary schedule as shown on the attached sheet titled "Proposed Personnel Action" for the following classification effective October 1, 2005: Executive Director Exempt Il. FINANCIAL IMPACT: The costs of implementing the recommended action is estimated at $11,500 annually. The funds for the new salary schedule will come from existing and future operating budgets. There is no cost to the County General Fund. Ill. REASONS FOR RECOMMENDATION/BACKGROUND As per the Board approved Personnel Policies and Procedures Section 02.01 (12/18/01), approval is requested to make appropriate comparability adjustments for the exempt Executive Director classification. No additional staffing levels are being requested. Comparability information has been derived from eight comparable Housing Authorities and from a salary survey conducted by the County's Human Resources department. Attached is a sheet titled "Proposed Personnel Action" that identifies the salary schedule adjustment. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve this action, the Housing Authority would be unable to compete successfully in the recruitment for this position. The public was invited to address the Housing Authority, and the following person provided comment: Sandra Hamame,Public Employees Union Local 1 Representative: Stating awareness of the difficult budget proposal this year and that the proposed salary for the Housing Authority's Executive Director was a"hard pill to swallow." Supervisor Gioia asked Diana Tenes, the Housing Authority Representative if this item was supported by the Housing Authority Board., and Ms. Tenes replied yes, it was unanimously supported. Mr. Sweeten, County Administrator, directed the Housing Authority's attention to Lori Gentiles, Director of Human Resources, Contra Costa County,who offered the following comparable salaries for the same positions at these other agencies: Sonoma County: $1111488 Marin County: $119251 Alameda County: $109650 Contra Costa County: $ 9,576 Supervisor DeSaulnier requested the survey for himself, for background information. Supervisor Glover said it is important during the recruitment process that Contra Costa County be competitive to get the best qualified person to come forward and fill this very important position and said he would, therefore,move staff s recommendation. Supervisor Gioia agreed with the philosophy put forward by Local 1 that the County ask employees during negotiations not to take salary increases,but noted the need to make an exception in this case so that the best person can be hired, an action that could eventually provide the County with cost savings. By unanimous approval, the Housing Authority approved the salary adjustment for specific job classification for the class of Executive Director.
