REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Will Kempton was appointed Director of Caltrans by Governor Schwarzenegger in November 2004 and has been
acting in that capacity since that time.The confirmation of his appointment is scheduled to be heard by the Senate
Rules Committee on August 17,2005.
Will Kempton has been an important figure in transportation policy, financing and project delivery in
California,the Bay Area and Contra Costa County during his career that started with Caltrans in 1973. He held a
variety of positions there, eventually serving as assistant director for legislative and congressional affairs from
1980 to 1985.
In 1985 Mr. Kempton joined the Santa Clara County Traffic Authority, where he spearheaded efforts to expedite
projects. His innovative approach to project delivery has been embraced statewide and is now used as a model
by Caltrans.
From 1992 to 2002,Mr. Kempton was a partner in Smith,Kempton and Watts,a lobbying firm that specializes
in transportation and development issues. Contra Costa County has long benefited from the support of this firm
in state legislative issues. As part of his work with Smith, Kempton, Watts,Mr. Kempton served as the Interim
Director of the East Contra Costa Regional Fee and Financing Authority and helped formulate the financing
strategy and strategic plan that have been critical in delivering the State Route 4 Bypass and widening to State
Route 4.
In 2003,he was named assistant city manager for the city of Folsom,where he served until his appointment by
Governor Schwarzenegger in November 2004.
Mr. Kempton's proven ability as an innovative leader and his familiarity with the transportation issues and
needs in the Bay Area and in Contra Costa County make him an ideal choice for this region to lead Caltrans.
