Potential for increased funding for road purposes in Contra Costa County. REASONS FOR RECOMMENDATIONS AND BACKGROUND: After a two-year delay,the Federal Reauthorization for distribution of the federal gas tax has been signed into law. Under the new bill, SAFTEA-LU,it is estimated that California will receive a 34%increase in revenues over TEA 21 the previous federal act. This is estimated to result in approximately$5 billion more in revenues for California's transportation needs above those received in the 6-years of the previous act. The California State Association of Counties(CSAC)and League of California Cities(League)are working with a statewide coalition of transportation stakeholders to ensure this money is put into projects and contributes to the state's economic revitalization. This coalition was formed over two years ago and dedicated its efforts to maximize the return of revenue to California in spite of differing perspectives and conflicting priorities. Now work begins on implementing SAFETEA LU at the State level to ensure the State Legislature adopts an equitable approach for distribution of these revenues. CSAC and the League are advocating that cities and counties share in a portion of the revenue growth to California, while retaining regional discretion to select projects of importance to the region. This is important for the following reasons: The city street and county road system,which represents 82%of California's maintained miles,is a critical component to a seamless statewide transportation system. Cities and counties have the sole responsibility to maintain and operate the local system—one not shared by any other level of government currently receiving transportation dollars. The needs or neglect of the local system is well documented from the SR 8 (Burton) Report done in May 1999 and subsequent surveys that show only three of California's counties can meet 20-year repaving cycles. In fact,34 counties are only able to repave every 50 years,while 21 of those are beyond a 100-year repaving cycle. Cities and counties with the primary responsibility for project delivery need some level of certainty in order to plan for and deliver projects in an efficient and timely manner. Thus,cities and counties are asking that the State implementation bill contain some level of funding from either the Equity Bonus or Surface Transportation Program revenues that can be counted on throughout the years of SAFETEA LU
