SUBJECT: PROPOSAL TO NAME COUNTY COURTHOUSE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
ACKNOWLEDGE receipt of letter to the County Administrator from the President of the
Martinez Rotary Club recommending that the County Courthouse be named "The Honorable
Wakefield Taylor Court Building".
BACKGROUND:
County policy provides that, generally, a County-owned facility shall not be named after a
private individual unless that person is deceased or unless that individual contributed a
majority of the funding that was used to construct the facility and acquire the land upon which
the building is situated.

From time to time, a member of the public may ask one or more members of the Board of
Supervisors to consider a nominated name for a recently acquired or newly constructed
County building. Public nominations for this purpose shall be directed to the Clerk of the
Board of Supervisors with copies to the Supervisor who is asked to sponsor the nomination.
The nomination shall be submitted in writing and contain the following information:
a. The name, address and telephone number of the person submitting the
nomination.
b. The location of the County building for which the nomination is submitted.
c. The basis under which the nomination qualifies under the criteria listed on
the Board's policies.
d. A list of a minimum of three organizations in the community that are familiar with
the historical significance of the nominated name or the public service record of an
individual nominee.
e. A minimum of three written endorsements in support of the nomination.
Said nomination cannot be acted on unless it is placed on the regularly scheduled agenda of
the Board of Supervisors and approval shall be conditioned upon the resolution and voting
requirements that are set forth in this policy.
The attached proposal does not fully meet the criteria required in the County's policy
governing the naming of County buildings. The letter is provided for informational purposes.

STATEMENT FROM THE ROTARY CLUB OF MARTINEZ IN SUPPORT OF NAMING THE
CONTRA COSTA COURTHOUSE THE"HONORABLE WAKEFIELD TAYLOR COURT BUILDING"
Dear Sir or Madam:
The Honorable Wakefield Taylor recently passed away, on April 61 2005, at the age of 93. Justice
Taylor lived in Martinez since 1939, where he and his wife Carmel raised four children, all of whom.
attended and graduated from Martinez public schools.
Justice Taylor had a long and distinguished legal and judicial career, serving as a Contra Costa
Superior Court judge for twelve years, from 1951 to 1963, before being appointed to the Califomia
Court of Appeal by Govemor Pat Brown. He continued with the Court of Appeal until his retirement in
1982, after serving as Presiding Justice since his appointment by Governor Ronald Reagan in 1970.
Justice Taylor served on the Court of Appeal with Justice A.F. Bray, after whom the A.F. Bray courts
building in Martinez was named.
In addition to his judicial career,Justice Taylor was active in several Martinez community organizations,
including: the Kiwanis Club of Martinez, John Muir Association, Martinez Historical Society, the
Sportsmen's Club, the American Legion,Veterans of Foreign Wars,as well as the Boys and Girls Club
and the Mt. Diablo Council of the Boy Scouts of America. He was also active outside of Martinez,
serving as president of the Commonwealth Club of Califomia, president of the UC Berkeley
Foundation, a member of the Berkeley Fellows, and in 1981 was awarded the Berkeley Citation, the
highest honor his alma mater bestows.
The Rotary Club of Martinez strongly endorses and recommends to the Contra Costa County Board of
Supervisors that the Contra Costa County Courthouse be named the "Honorable Wakefield Taylor
Court Building„to honor his outstanding career of judicial and community service.
